Sourcing teaching and anatomical models

0% duty

Read from the UK Trade Tariff on 26 September 2026, instruments, apparatus and models designed for demonstration in education or exhibitions and unsuitable for other uses carried 0% duty on goods from China, with no anti-dumping measure, whether for teaching physics, chemistry or technical subjects or for other subjects such as anatomy and biology. Working instruments such as microscopes and balances are classified in their own headings, and scale models intended for play are toys, so confirm the commodity code for each item.

Toy or teaching aid

A model designed or clearly intended for children under 14 to play with is a toy under the Toys (Safety) Regulations 2011, with EN 71 testing and the toy marking, while a model for schools and colleges used under supervision is a teaching aid covered by the General Product Safety Regulations 2005. The marketing, age grading and packaging decide which, so agree them before production; see toy safety for importers.

Soft PVC models and skeletons must meet entry 51 of REACH Annex XVII, which limits DEHP, DBP, BBP and DIBP to 0.1% by weight in plasticised material, and demonstration apparatus that runs from the mains needs electrical safety evidence. Worked duty example

Suppose, purely for illustration, you import 1,500 anatomical torso models under 9023 00 80 00. At £45,000 free on board and £3,000 to ship and insure, the customs value is £48,000. With 0% duty on teaching models, the only charge is import VAT: 20% of £48,000, or £9,600. VAT-registered businesses usually recover that in their next return. What goes wrong

Teaching models fail on accuracy, materials and fit. Anatomical detail, colours and numbering differ from the approved sample or the key, removable organs do not fit back, and skeleton joints and stands loosen. Soft PVC parts test above the phthalate limit or smell strongly, paint rubs off with handling, electrical demonstration kits lack safety evidence, and instructions or keys arrive untranslated or wrong.

Check anatomical accuracy and numbering against the approved sample and a teacher's review, assemble and disassemble removable parts on samples, check joints and stands, test PVC parts for phthalates, rub-test paint, ask for electrical safety tests on mains apparatus, and proofread the key and instructions before printing.
