Duty and classification for dental simulators

Read from the UK Trade Tariff on 1 October 2026, heading 9023 covers demonstration instruments, apparatus and models unsuitable for other uses. Both listed commodity lines carry 0% duty for goods from China. The supplied tariff facts record no anti-dumping or countervailing duty, suspensions or attached import controls.

Technical teaching apparatus and other demonstration models have separate lines. The table repeats these lines for relevant product configurations; it does not establish a classification for every dental simulator. Confirm the commodity code using the intended use, construction and supplied components. See the wider teaching models guide for the heading's broader scope.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 1 October 2026.

Specify the phantom head and practice system

Agree the jaw model, tooth shapes, removable tooth fixing, gum material and replacement-part compatibility. Specify the head movement, jaw opening, mounting arrangement and access needed for the procedures being taught. Have a dental tutor approve a sample using the buyer's existing practice teeth and instruments.

For powered configurations, agree the supplied handpiece connections, air and water arrangements, suction, drainage and cleaning method. List what the buyer must provide separately. Medical-device status depends on the manufacturer's intended purpose and mode of action, including the labelling, instructions and promotional material; use in a dental school alone does not establish that status.

Mains demonstration apparatus needs electrical safety evidence. Where the electrical equipment safety rules apply in Great Britain, the importer must ensure that it has instructions in easily understandable English. Agree the compliance assessment for the complete supplied configuration before ordering, rather than relying on a report for an unrelated power supply.

Worked duty example

Illustrative example, not a quote: Illustrative order: a dental training simulator under 9023 00 10 00, invoiced at £3,000 free on board, with £900 of freight and insurance to the UK. The customs value is £3,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,900, so it is £780. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Anatomy and fit: compare the tooth positions, bite and jaw movement with the approved sample; remove and refit practice teeth and gums.

Mounting: assemble the head and bench clamp on the intended workstation; check movement, locking and stability during simulated procedures.

Services: where fitted, operate the air, water, suction and drainage; inspect connections for leakage and check that controls respond as agreed.

Arrival condition: inspect the jaw, teeth, tubing and mounts for transport damage; reconcile replacement parts and instructions with the packing list.

What goes wrong

Replacement teeth can appear compatible but use different fixings or sit at the wrong height. Soft gums may tear during tooth changes, jaw hinges loosen and clamps slip during practice. Agree acceptance checks on the approved sample and repeat them during quality inspection.

A simulator may arrive without the connectors, suction arrangement or drainage needed by the teaching room. Unclear instructions can also blur the distinction between practice use and patient treatment. Keep the agreed intended use consistent across the purchase specification, packaging and manual, and investigate any clinical claims before accepting the goods.

Frequently asked questions

What is the UK import duty on dental training simulators from China?

Qualifying goods under either listed line of heading 9023 carry 0% duty from China. The supplied tariff facts record no anti-dumping or countervailing duty.

Which commodity code applies to a dental phantom head?

Confirm whether the supplied product is technical teaching apparatus or another demonstration model. Classification depends on its construction, intended use and supplied components.

Is a dental training simulator automatically a medical device?

No. Use in a healthcare setting alone does not decide medical-device status. The manufacturer's intended purpose and the product's mode of action matter.

What should I check before buying replacement practice teeth?

Check the fixing, tooth shape, seating height and compatibility with your jaw model. Test removal and refitting on an approved sample before accepting a batch.
