Duty and demonstration-only classification

Read from the UK Trade Tariff on 1 October 2026, heading 9023 covers instruments, apparatus and models designed for demonstration, including education or exhibitions, and unsuitable for other uses. Hydraulic benches meeting that description for technical teaching fit 9023 00 10 00. The table shows bench variants sharing this code, rather than separate tariff lines.

Both commodity lines in the supplied tariff snapshot carry 0% duty for goods from China. No anti-dumping or countervailing duties, suspensions or attached import controls are recorded. Import VAT is normally 20%; see import duty and VAT.

Do not assume that a production test rig qualifies because it is sold to a college. Confirm the intended use and capabilities through finding your commodity code. For wider teaching apparatus under this heading, see electrical circuit teaching kits.

Specify circuits, connections and safe operation

Agree the teaching exercises and circuit diagrams before choosing the component list. Specify pump type, operating pressure and flow, relief-valve settings, cylinder travel, valve functions, gauge ranges and connection types. Match hose and seal materials to the chosen fluid. Include reservoir access, filtration, spill containment, component mounting and spare seals in the purchase specification.

For electrically controlled benches, agree the supply connection, control layout and isolation arrangements. Request an English teaching manual, circuit diagrams and a maintenance procedure covering pressure release before hose changes. Ask the supplier to demonstrate each agreed exercise on the actual configuration.

For powered benches falling within machinery rules, conformity assessment, a declaration of conformity and the relevant conformity marking are required for supply in Great Britain. The responsible person must also ensure that the technical file is compiled and available on request. Arrange a model-specific review through testing and certification.

Worked duty example

Illustrative example, not a quote: A classroom batch of hydraulic training benches, illustrative only under 9023 00 10 00, invoiced at £45,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £48,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £48,000, so it is £9,600. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Circuit operation: run the agreed exercises and compare valve response, cylinder movement and gauge readings with the approved demonstration.

Hydraulic connections: inspect hose markings, connector compatibility, routing and mounting; check for leaks during an agreed operating test.

Controls and frame: check isolation, emergency stopping where fitted, guarded moving parts, castor brakes and stability with the supplied modules installed.

Arrival condition: inspect the reservoir, gauges, hoses and electrical enclosure for transit damage; reconcile modules, spares, diagrams and documents with the packing list.

What goes wrong

A bench can look complete yet fail its teaching purpose. Valve symbols may disagree with the installed valves, connector types may prevent students rebuilding circuits, and gauges may be unreadable at the intended operating conditions. Poorly matched seals, contaminated fluid and loose fittings can cause leakage or erratic movement.

Approve the circuit diagrams and a working sample before production. Require a recorded demonstration of the agreed exercises, then repeat the functional checks after arrival. Match compliance documents to the delivered model and configuration, including changes to the pump, controls or electrical enclosure.

Frequently asked questions

What is the UK import duty on hydraulic training benches from China?

Qualifying technical teaching benches under 9023 00 10 00 carry 0% duty in the supplied tariff snapshot. No anti-dumping or countervailing duty is recorded. Import VAT is normally 20%.

Can a working hydraulic test rig use heading 9023?

Only if it meets the heading description: designed for demonstration and unsuitable for other uses. Give your customs broker its intended use, circuit diagrams and capabilities before confirming the code.

What paperwork should I request for a powered training bench?

Where machinery rules apply, request the declaration of conformity, check the relevant conformity marking and confirm that the technical file is compiled and available on request.

How do I check that the bench suits our teaching programme?

Send the supplier your exercise list and approved circuit diagrams. Require a demonstration using the supplied valves, hoses and controls, and check that students can assemble the intended circuits.
