Sourcing fire training simulators from China

Fire extinguisher training simulators that qualify under heading 9023 pay 0% UK duty from China across the supplied lines. Equipment sold for use at work must be safe so far as reasonably practicable; check electronic and pressurised versions separately. Cambridge China Bridge sources fire extinguisher training simulators.

Duty on demonstration-only simulators

Heading 9023 covers instruments, apparatus and models designed for demonstration and unsuitable for other uses. For a fire extinguisher training simulator, establish whether the complete product meets that description. A training label alone does not establish its classification. The wider demonstration apparatus guide explains the heading.

Read from the UK Trade Tariff on 1 October 2026, both supplied commodity lines carried 0% duty for goods from China. The supplied facts list no anti-dumping or countervailing measures, suspensions or attached import controls. They contain only the two commodity lines shown here. Import VAT is separate from customs duty.

Technical teaching apparatus is described under 9023 00 10 00; other demonstration apparatus is described under 9023 00 80 00. Send your broker the operating manual, intended use and details of the target, training extinguisher and accessories. Confirm whether separately supplied equipment needs separate classification using finding your commodity code.

Specify the training method and safety evidence

Choose electronic simulated flames or a live-flame training rig. Specify the target, nozzle detection, trigger response, instructor controls, reset behaviour and feedback on aiming and sweeping. Agree indoor or outdoor use, visibility in the intended lighting, carrying cases, replacement parts and whether the system operates without an internet connection.

Equipment sold for use at work must be safe so far as reasonably practicable. Mains-powered demonstration apparatus needs electrical safety evidence. For equipment within the electrical safety regulations, the importer must ensure that instructions are in easily understandable English. Electromagnetic compatibility regulations cover electrical and electronic equipment liable to generate electromagnetic disturbance, subject to exceptions. Arrange testing and certification for the actual configuration.

For pressurised trainers, record the vessel capacity, maximum allowable pressure, contents and refill method. Official pressure equipment guidance defines pressure equipment to include vessels, piping, safety accessories and pressure accessories. Have the proposed design assessed for the applicable requirements. For live-flame rigs, agree the fuel, connections, ignition sequence, flame-loss response and emergency shutdown demonstration before approving a sample.

Worked duty example

Illustrative example, not a quote: 20 electronic fire extinguisher training simulator sets, illustrative only under 9023 00 10 00, invoiced at £10,000 free on board, with £900 of freight and insurance to the UK. The customs value is £10,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,900, so it is £2,180. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Training response: test pin removal, trigger operation, aiming, sweeping and instructor reset against the approved demonstration. Check that incorrect actions do not receive a successful result.

Controls and shutdown: check cable connections, instructor override and behaviour after power loss. For live-flame rigs, have a competent tester demonstrate the agreed shutdown functions under controlled conditions.

Arrival condition: inspect targets, handles, hoses, connectors and carrying cases for damage. Compare supplied batteries, chargers and accessories with the packing list and approved sample.

Documents and repeat use: match the model identification to the supplied reports and manual. Follow the setup and cleaning instructions, repeat the training cycle and record faults. Agree the scope through quality inspection.

What goes wrong

A showroom demonstration can hide poor nozzle detection in brighter lighting, delayed trigger response or feedback that rewards the wrong technique. Supplier changes to sensors, chargers or software can also change the approved behaviour. Test production samples in the intended training environment and record the accepted settings.

Live-flame and refillable trainers can arrive with incompatible connectors, damaged hoses or unclear refill instructions. Electronic sets can depend on an undisclosed subscription or an unavailable application. Put the complete configuration, software access, spare parts and acceptance procedure into the purchase specification.

Frequently asked questions

What is the UK import duty on fire extinguisher training simulators from China?

The supplied heading 9023 lines carry 0% duty from China, with no listed trade remedies. This applies only if the simulator qualifies for that heading; import VAT is separate.

Does every fire extinguisher training simulator fall under heading 9023?

Confirm the complete product against the demonstration-only description. Give your broker the manual, intended use and component list, especially where the set includes separately usable equipment.

What safety documents should I request for an electronic simulator?

Request evidence for the exact simulator and supplied power equipment. Mains apparatus needs electrical safety evidence; equipment within the electrical safety regulations must come with easily understandable English instructions.

How should I test a simulator before accepting shipment?

Repeat the agreed training exercise in the intended lighting. Check incorrect actions, instructor reset, power-loss behaviour and supplied accessories. Have live-flame shutdown functions demonstrated under controlled conditions.
