Pool algaecide duty and conditional relief

Read from the UK Trade Tariff on 1 October 2026, heading 3808 covers prepared pesticides, disinfectants and similar products. The selected lines concern pool disinfectant preparations with algae-control uses. They are classification candidates, not interchangeable codes for every algaecide. The selected lines have 6% base duty for goods from China and no recorded anti-dumping or countervailing duty. Each has a conditional 0.00 % suspension, but the supplied suspension notes are truncated. Do not assume every pool algaecide qualifies: ask your customs broker to confirm the complete conditions. No import controls are attached to these selected lines in the supplied snapshot; biocides obligations still apply.

Specify the pool use and exact formulation

HSE includes swimming pool algaecides within the biocidal product types. Before ordering from China, check every active substance's status for the intended use. Establish whether the exact product needs GB authorisation or qualifies for a recognised transitional route. Confirm the relevant GB Article 95 supplier listing where applicable and obtain a traceable supply trail. This guide's market-access advice concerns Great Britain; check Northern Ireland separately.

Specify active substance identity, concentration and assay method, liquid or solid form, dilution instructions and intended users. Agree tests for algae control, foaming, water clarity and compatibility with the buyer's pool treatment programme and surfaces. Record storage conditions, pack material, closure, fill quantity and batch identification. Use testing and certification support to define the evidence needed before production.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 bulk containers of quaternary ammonium pool algaecide concentrate under 3808 94 10 00, invoiced at £18,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £22,000. Duty at 6% is £1,320. Import VAT at 20% is charged on the customs value plus duty, £23,320, so it is £4,664. Import taxes total £5,984; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,320 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Composition: check the batch assay against the agreed active content and retained sample; investigate sediment, crystals or separation.

Performance: check algae-control evidence for the intended dose and pool conditions; assess foaming, cloudiness and surface staining in an agreed trial.

Packaging: check seals, closures, leakage and fill quantity on arrival; compare containers with the agreed packaging specification.

Documents: check that the supplied formulation, label, safety data sheet and market-access evidence describe the same product. Follow the quality inspection guide when agreeing sampling and release checks.

What goes wrong

A supplier's evidence may describe a different concentration or use, leaving the ordered pool formulation without the required authorisation or valid transitional route. An approved active substance alone does not establish the product's market access. For GB-authorised products, packaging and labelling must follow the chemical classification rules and the product characteristics forming part of the authorisation.

Practical failures include diluted active content, separation during storage, excessive foam, stained pool surfaces and leaking closures. Agree acceptance criteria and retain batch samples before shipment. Quarantine deliveries that do not match the approved purchase specification while investigating the discrepancy.
