Sourcing insecticidal flea powders from China
The selected insecticidal flea-powder lines carry 6% UK duty from China. Products that kill fleas on animals are medicines; environmental powders need a valid biocide authorisation or recognised transitional route before sale in Great Britain. Cambridge China Bridge sources insecticidal flea powders.

6% duty on the selected flea-powder lines
Read from the UK Trade Tariff on 1 October 2026, heading 3808 covers insecticides and related preparations put up for retail sale or as preparations or articles. This guide concerns insecticidal flea powders. The table gives formulation-dependent classification candidates, not a list of approved products. See the wider pesticides and disinfectants guide.
The selected lines carry 6% duty for goods from China, with no recorded anti-dumping or countervailing duty. The suspension under 3808 91 90 90 is limited to the specified indoxacarb material on silicon dioxide and excludes mixtures and preparations containing it. Do not assume a formulated flea powder qualifies.
The tariff attaches waste import controls to these lines, fluorinated greenhouse gas import controls to the pyrethroid line, and a restriction concerning ozone-depleting substances to the other-insecticides line. It also lists waste and dangerous-chemical export controls. For a powder from China, ask your customs broker to confirm applicability and declaration requirements against its full composition. Confirm the commodity code before shipment.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Pyrethroid-based flea powders | 3808 91 10 90 | 6% | None |
| Carbamate-based flea powders | 3808 91 30 00 | 6% | None |
| Organophosphorus-based flea powders | 3808 91 40 00 | 6% | None |
| Other insecticidal flea powders, subject to formulation | 3808 91 90 90 | 6% | None |
Specify the flea powder's use and formulation
State whether the powder is for carpets, rooms and pet bedding or for application to animals. Products that kill fleas on animals are classified as medicines. For ordinary commercial veterinary-medicine supply, check the marketing authorisation and use an authorised importer. For environmental biocides, confirm product authorisation or a recognised transitional route, active-substance eligibility and the applicable supplier-list requirements before ordering.
Specify the active substance and content, carrier, particle-size distribution, moisture tolerance, flow through the shaker, pack fill and seal. Agree batch assay and storage-stability checks. Match the intended application, species where relevant, instructions and warnings to the product documents. Arrange testing and certification checks before approving production.
If a proposed shipment is waste subject to notification controls, the exporter must apply to the competent authority in China for consent and follow its procedures. Have the broker confirm the waste route before accepting expired or discarded stock.
Worked duty example
Illustrative example, not a quote: 600 shaker packs of environmental flea powder, illustrative only under 3808 91 10 90, invoiced at £4,000 free on board, with £600 of freight and insurance to the UK. The customs value is £4,600. Duty at 6% is £276. Import VAT at 20% is charged on the customs value plus duty, £4,876, so it is £975.20. Import taxes total £1,251.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £276 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Formulation: compare the batch assay and ingredient identity with the agreed specification and product documents.
Powder: check caking, moisture, visible contamination and consistent flow through the actual shaker opening.
Packaging: check fill, seals, cap security and powder leakage inside cartons on arrival.
Labels: compare intended use, application instructions, warnings and batch details with the approved artwork. Use the quality inspection guide to brief the inspector.

What goes wrong
An environmental powder is presented as an animal treatment without the veterinary-medicine route being checked, or the imported formulation does not match the authorised product. A tariff code and a Chinese supplier's product certificate do not replace the relevant product approval.
Physical failures include damp powder that cakes, uneven active content, shaker holes that clog or release too much powder, and seals that leak during transport. Hold affected stock while the formulation, packaging or documents are investigated.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
