Pesticides and disinfectants from China

6%, with 0% for retail disinfectants

Read from the UK Trade Tariff on 26 September 2026, insecticides, fungicides, herbicides, rodenticides and disinfectants in heading 3808 carried 6% duty on goods from China, with no anti-dumping measure. A suspension to 31 December 2028 gives 0% for alcohol-based hand sanitiser, wipes and other disinfectant preparations put up for retail sale, hydrogen peroxide surface cleaners, and sodium dichloroisocyanurate or calcium hypochlorite in hospital packs with a measuring spoon, declared with document 9Y11; bulk sodium dichloroisocyanurate and calcium hypochlorite are classified as chemicals in chapters 28 and 29.

Separate lines exist for banned persistent organic pollutants such as DDT and lindane, which cannot be imported for use, and for aerosols with HFC propellants, which carry F-gas controls. Several named active ingredients, such as abamectin in a stated solution, have their own suspensions. Confirm the commodity code from the product's function and active substance.

HSE authorisation and biocides rules

Plant protection products, such as agricultural and garden weedkillers, insecticides and fungicides, may only be sold or used in Great Britain if HSE has authorised that product under retained Regulation 1107/2009 and the Plant Protection Products Regulations 2011; a Chinese formulation of an approved active substance is not authorised until someone holds the authorisation or a parallel trade permit. Unauthorised imports are seized.

Disinfectants, insect sprays for homes, rodenticides and treated articles are biocides under retained Regulation 528/2012, enforced through the Biocidal Products and Chemicals (Appointment of Authorities and Enforcement) Regulations 2013. The active substance must be approved or under review for the product type, its supplier must be on the GB Article 95 list, and products need authorisation or must use a transitional route that HSE recognises. Worked duty example

For a made-up shipment of 20 IBCs of quaternary ammonium disinfectant concentrate for industrial cleaning under 3808 94 10 00, add the £4,000 of freight and insurance to the £18,000 free-on-board price and customs sees £22,000. At 6%, duty on these bulk disinfectant is £1,320; import VAT of £4,664 is 20% of the value with duty added. Together that is £5,984, but a VAT-registered importer usually gets the VAT back. Bulk concentrate in IBCs is not put up for retail sale, so the 9Y11 suspension for retail disinfectants does not apply. The duty and VAT guide walks through the calculation.

What goes wrong

The biggest failure is legal, not technical: product arrives with no GB authorisation, or with an active substance supplier missing from the Article 95 list, and cannot be sold. Otherwise the active content is below the label, the formulation separates or crystallises in storage, containers leak or lack child-resistant closures and tactile warnings where CLP requires them, and a hand sanitiser's alcohol content is too low to support its claims.

Before ordering, confirm the GB authorisation or transitional route and the Article 95 listing; then test each batch for active content in an accredited lab against the label tolerance, run a storage stability check, drop and leak test packs, check child-resistant closures, and review every label and safety data sheet against GB CLP.
