UK duty on soap-free cleansing bars

Heading 3401 includes surface-active preparations used as soap in bar or moulded form, whether or not containing soap. Soap-free syndet bars for washing the skin fit the toilet-use bar description under 3401 11 00 00. The table shows product variants sharing that code. Confirm the formula, form and intended use through finding your commodity code. See the wider bar-soap guide for related products.

Read from the UK Trade Tariff on 29 September 2026, the relevant bar line carried 0% duty for goods from China, with no anti-dumping or countervailing measure and no tariff suspension. Across the wider heading, ordinary rates were 0% to 4%. The conditional suspension for retail liquid or cream hand or skin washes under 3401 30 00 00 does not cover solid syndet bars.

The tariff attaches waste import and export controls to the bar line. Ask your customs broker to confirm the declaration requirement for new finished bars. If a consignment from China is waste subject to notification controls, it cannot be shipped until the destination, dispatch and transit competent authorities have consented. Do not treat discarded or contaminated stock as an ordinary finished-product order.

Specify the surfactant formula and wet-use performance

Specify a soap-free surfactant formula rather than accepting a conventional soap bar renamed as a syndet. Agree the complete ingredient composition, fragrance or fragrance-free version, colour, bar weight, shape, hardness and packaging. Set the acidity test method and agreed acceptance range without relying on a supplier's unsupported description of the bar as mild.

Compare lather, rinsing, cracking and softening against the approved sample using an agreed wetting and drying routine. Check whether the bar becomes sticky or leaves residue on its wrapper. Ask for stability and microbiological test information for the actual formula and packaging, rather than a report for a different bar.

For cosmetics supplied in Great Britain, confirm with the relevant UK authority the requirements for a Responsible Person with a UK address, a qualified safety assessment and notification before supply. Agree who provides the formula documents before approving production. Cosmetic labelling and advertising must not imply properties the product does not have, including claims about sensitive skin or being soap-free.

Worked duty example

Illustrative example, not a quote: Cartons of individually boxed facial cleansing bars, illustrative order under 3401 11 00 00, invoiced at £27,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £29,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £29,200, so it is £5,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Formula and documents: compare the batch composition and safety assessment with the approved formula, including fragrance, colour and any supplier substitutions.

Bars: check weight, dimensions, surface cracks, chipped edges, odour and colour against the retained sample; repeat the agreed lather and wet-use checks.

Labels: compare ingredients, batch identification and usage information with approved artwork. Cosmetic product information must be in English and easy to read.

Packing: open cartons to check crushed boxes, damp wrappers, staining and bars sticking to packaging. Match carton contents to the packing list and record affected batches.

What goes wrong

A factory may substitute the surfactant blend or fragrance after sample approval. The resulting bar can differ in lather, odour or wet-use hardness. Bars may crack during handling or soften inside damp packaging. Keep the approved formula and retained samples together, and investigate differences before releasing the batch.

Artwork can describe a conventional soap formula as soap-free, or repeat sensitive-skin claims without supporting information. Check the finished formula and wording together before printing. Arrival inspection checks condition and consistency; arrange separate testing and certification support for the evidence needed by the safety assessor.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on syndet cleansing bars from China?

The supplied tariff snapshot gives 0% for toilet-use bars under 3401 11 00 00, with no anti-dumping or countervailing measure. Confirm classification from the formula and intended use.

Do soap-free cleansing bars need cosmetic safety documents?

For cosmetic sale in Great Britain, confirm the applicable UK Responsible Person, qualified safety assessment and pre-supply notification requirements with the relevant UK authority. Soap-free wording does not establish compliance.

How do I check that a bar is genuinely soap-free?

Obtain the complete ingredient composition and compare it with the approved formula. Ask the formulator to identify the cleansing ingredients and any soap content; do not rely on the product name.

What should I test before approving a syndet bar?

Compare lather, rinsing, hardness, cracking and softening after repeated wetting and drying. Review stability and microbiological information for the actual formula and packaging with the safety assessor.
