UK duty on soap-impregnated washcloths
Heading 3401 includes paper, wadding, felt and nonwovens impregnated, coated or covered with soap or detergent. Skin-washing nonwoven cloths fall within the toilet-use description of 3401 11 00 00. The table shows product variants sharing that commodity line. Specify the substrate and cleansing preparation rather than declaring goods simply as towels.
Read from the UK Trade Tariff on 29 September 2026, the toilet-use line carried 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension. The tariff attaches waste import and export controls. For a shipment from China to England that is waste subject to notification controls, consent from the Environment Agency and the other competent authorities is needed before shipment. Ask your customs broker to confirm the applicable requirement for your consignment.
The separate liquid or cream skin-wash line carries 4%, with a conditional 0.00 % suspension; that suspension does not provide a washcloth concession. Confirm the commodity code using the cloth material, formulation and intended use. For the wider purchasing programme, see hotel guest amenities.

Specify the cloth, soap loading and pack
Specify the fibre blend, cloth dimensions, thickness, surface texture, wet strength and resistance to shedding. State whether the cloth arrives dry for activation with water or already moistened. Agree the cleansing formulation, soap loading, fragrance, rinsing instructions and individual or resealable packaging. Approve samples in their final packs and compare their lather, residue and handling after wetting.
Confirm cosmetic classification against the product's function, field of application and composition. For products supplied as cosmetics in Great Britain, confirm with the relevant product safety authority the requirements for appointing a Responsible Person with a UK address, obtaining a qualified safety assessment and completing notification before supply. The Responsible Person must keep a product information file in English. Ask the assessor to review the formulation together with the impregnated cloth and final packaging.
Worked duty example

The customs value is £8,640. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £8,640, so it is £1,728. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Cloth: check dimensions, texture, wet tearing and fibre shedding against the approved sample.
Soap loading: check uniform distribution and compare lather, fragrance and residue using the agreed wetting method.
Packaging: check seals, leaks, moisture loss, resealable closures and the quantity packed against the specification.
Documents and labels: check that the formulation and cloth match the safety assessment, notification and approved artwork; cosmetic product information must be in English and easy to read.

What goes wrong
A softer sample can be replaced with a thinner cloth that tears when wet. Uneven impregnation leaves some cloths with little lather and others with excessive residue. Poor seals allow premoistened cloths to dry out, while unsuitable storage can make dry cloths damp or cause them to stick together.
Treat a change in fibre blend, cleansing formula, fragrance or packaging as a reason to review the order with the Responsible Person and safety assessor. Keep the approved sample and written specification available for receiving checks. A successful lather check alone does not establish that the delivered formulation matches the assessed product.
