UK duty on shaving soap

Read from the UK Trade Tariff on 29 September 2026, heading 3401 covers soap and specified skin-washing preparations. Solid toilet-use shaving soap pucks, sticks and cakes fall within the description of 3401 11 00 00, carrying 0% duty for goods from China. The table shows formats within that line, rather than different tariff lines. For the wider family, see private-label bar soap.

The supplied heading data records no anti-dumping or countervailing duty. Its liquid or cream skin-wash line carries 4%, with a 0.00 % suspension limited to qualifying retail hand or skin washes and excluding the component mixtures described in the tariff footnote. This is not a general shaving-soap relief. The tariff attaches waste import and export controls; ask your customs broker to confirm the import requirement for your goods from China.

Confirm the commodity code from the formula, physical form and intended use before ordering. Do not classify a shaving cream as solid soap simply because its label says shaving. If a shipment is waste subject to notification controls, it cannot be shipped until the relevant authorities have consented.

Specify the shaving soap and its lather

Agree the soap base, fragrance, colour, net weight, puck diameter, thickness and bowl or stick-holder fit. Describe the brush and water conditions used to approve the sample, then compare lather build-up, cushion, glide and rinsing. Keep an approved sample of each fragrance and packaging format.

For sale in Great Britain, confirm with the relevant authority the applicable requirements for a Responsible Person, their address, a qualified safety assessment and notification before the cosmetic product is made available. Request the full formula and match it to the assessed product. Agree the final label artwork before printing.

Worked duty example

Illustrative example, not a quote: Illustrative shipment of shaving soap refill cakes under 3401 11 00 00, invoiced at £2,200 free on board, with £1,168 of freight and insurance to the UK. The customs value is £3,368. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £3,368, so it is £673.60. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Lather: compare production samples with the approved soap using the agreed brush and water conditions; check foam collapse and residue.

Fit and condition: check puck dimensions, holder fit, cracks, crumbling, sweating and fragrance against the sample.

Weight and packing: check net weight against the specification, lids and seals, refill protection and carton condition on arrival.

Documents and artwork: match the formula, safety assessment and supplied label to the approved version; check batch identification and that product information is in English and easy to read.

What goes wrong

A sample may lather well while the production soap forms thin foam, dries unevenly or leaves residue. A puck can shrink away from its bowl, crack in transit or arrive with a loose lid. Agree how these defects will be assessed before approving production.

Fragrance substitutions and unrecorded formula changes make it harder to match the delivered soap to its assessment and artwork. Hold affected stock for review rather than accepting a matching colour as proof that the formula is unchanged.
