UK duty on soap noodles
Read from the UK Trade Tariff on 29 September 2026, heading 3401 covers soap and certain washing preparations. For soap noodles, the relevant feedstock lines are 3401 20 10 00 for flakes, wafers, granules or powders, and 3401 20 90 00 for soap in other forms. The table separates buying variants that can share a tariff code. Finished bars are covered in our bar soap guide.
Both feedstock lines carry 0% duty for goods from China, with no listed anti-dumping or countervailing duty and no suspension. The UK Trade Tariff attaches an import waste control. Waste shipment controls apply only where the material is waste; ask your customs broker to confirm the requirement for your shipment from China. The other-forms line also lists export controls on waste and dangerous chemicals.
Confirm the commodity code using the composition and physical form supplied, rather than the supplier's trade name alone. Do not use a finished toilet-bar or retail skin-wash code simply because the noodles will later become those products.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Vegetable-oil soap noodles supplied as granules | 3401 20 10 00 | 0% | None |
| Soap noodle feedstock in other forms, subject to classification | 3401 20 90 00 | 0% | None |
Specify the soap base and processing behaviour
Specify whether the base uses vegetable oils, animal fats or a blend, and agree the fatty-acid profile, total fatty matter, moisture, free alkali, salt, colour and odour. State whether fragrance, colourants or other additives are included. Ask for the test methods and a batch certificate of analysis, then retain an approved sample.
UK REACH registration applies to substances on their own and in mixtures. Review the constituent substances and registration position before importing. A safety data sheet is required when a hazardous chemical is supplied for use at work. Request composition information and handling documents alongside the commercial specification.
Trial the noodles in your own mixing, refining, extrusion and stamping process. Compare processing behaviour and the resulting bars with the approved sample. Agree bag liners, closure, batch identification and storage instructions so the arrival checks match the purchase specification.
Worked duty example
Illustrative example, not a quote: Illustrative order: 18 tonnes of granulated soap noodles under 3401 20 10 00, invoiced at £27,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £29,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £29,200, so it is £5,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Composition: check the declared oil or fat blend, additives and batch analysis against the approved specification.
Condition: check for dampness, fused lumps, excessive fines, contamination, unexpected colour and rancid odour.
Laboratory checks: compare total fatty matter, moisture, free alkali and salt using the agreed methods; retain a sealed batch sample.
Packing and trial: check bag seals, net weights and batch marks, then run a production trial before releasing the batch. Arrange testing and certification support around the agreed checks.

What goes wrong
A sample can process well while the shipment has a different fat blend or moisture content. Noodles may arrive caked, discoloured or with an unexpected odour, and the resulting bars may crack or stamp poorly. Compare the batch analysis with independent checks and record the trial conditions.
An invoice saying only 'soap noodles' leaves composition and physical form unclear. Agree the specification, candidate commodity code and supporting documents before dispatch. Keep finished-bar requirements separate from the raw-material purchase and investigate any proposed waste or recovered-material shipment before ordering.

Frequently asked questions
What is the UK import duty on soap noodles from China?
The relevant lines, 3401 20 10 00 and 3401 20 90 00, carried 0% duty on goods from China in the supplied tariff reading, with no listed anti-dumping or countervailing duty.
Which commodity code should I use for soap noodles?
Check whether the supplied soap is granules or another physical form. The relevant candidate lines are 3401 20 10 00 and 3401 20 90 00; confirm classification from the actual goods.
Do soap noodles need a safety data sheet?
A safety data sheet is required if the chemical is hazardous and supplied for use at work. Request the composition and review the hazard classification rather than assuming every soap base is identical.
What should I test before accepting a batch?
Check total fatty matter, moisture, free alkali, salt, colour and odour against agreed methods and limits. Also trial the batch in your own process and retain a sealed sample.
