UK duty on laundry soap bars

Heading 3401 includes soap and surface-active preparations in bars, cakes and moulded shapes, alongside other soap forms and skin-washing products. Laundry soap bars belong in the non-toilet-use branch, subject to confirmation of their composition and intended use. The table shows product variants sharing the same commodity line. See the wider bar soap guide for other uses.

Read from the UK Trade Tariff on 29 September 2026, laundry soap bars under 3401 19 00 00 carried 0% duty for goods from China. No anti-dumping duty, countervailing duty or suspension was recorded for this line. The tariff attaches a waste import control. Confirm the applicable declaration with your customs broker; this guide does not establish the China-specific clearance requirement for waste.

Give your broker the formulation, photographs, packaging and intended washing use before confirming the commodity code. The suspension recorded elsewhere in this heading concerns liquid or cream hand or skin washes, rather than laundry soap bars.

Specify the bar and its washing performance

State whether the bar is for hand washing clothes or rubbing stains before washing. Agree the soap base, added surfactants, fragrance, colour, net weight, dimensions and wrap. Keep an approved sample and a written formulation so that the factory cannot replace ingredients without your agreement.

Compare samples on your intended fabrics and representative stains using the same water conditions and washing method. Check cleaning, rinsing, residue, colour transfer and how the wet bar holds together. Agree storage conditions and packaging that keeps bars separate and protects cartons from moisture.

Soap-containing products intended for washing and cleaning fall within the detergent definition. HSE guidance says detergent label information must be provided in English, although other languages may also appear. Arrange a formulation-based label review before approving printed wrappers.

Worked duty example

Illustrative example, not a quote: Illustrative wholesale order of individually wrapped laundry soap bars under 3401 19 00 00, invoiced at £27,000 free on board, with £2,200 of freight and insurance to the UK. The customs value is £29,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £29,200, so it is £5,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Bars: check weight, dimensions, cracks, crumbling, surface deposits and consistency against the approved sample.

Washing: check stain removal, rinsing and residue on the agreed fabrics; compare fragrance and colour with the sample.

Labels: check the approved English artwork, product description and instructions match the actual formulation and intended use.

Packing: check sealed wraps, carton counts, batch identification and signs of dampness or bars sticking together.

What goes wrong

A sample can wash well while production bars leave residue, soften quickly or arrive cracked. Changes in the soap base, moisture or fragrance can alter performance. Record the agreed checks and compare production samples before shipment, using the inspection guide.

Another failure is using a toilet-soap wrapper for a laundry product, or approving English artwork before the formulation is settled. Keep intended use, formulation and packaging together in the purchase specification, and review changes before accepting a substitute.
