Zero duty, with species and origin checks

Read from the UK Trade Tariff on 8 November 2026, heading 4408 covers veneer sheets and other lengthwise sawn, sliced or peeled wood not exceeding 6 mm thick. The relevant oak lines carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspensions recorded. The table separates finished and end-jointed variants sharing a code.

The tariff attaches a Quarantine Release Certificate and CITES import and export controls. For regulated wood, a quarantine release certificate follows successful inspections. Confirm the plant-health requirements for the exact oak species and origin with your customs broker before shipment from China, including whether a phytosanitary certificate is needed. Check CITES applicability by botanical species and confirm the required documents with your broker.

Specify thickness and whether the sheets are planed, sanded or end-jointed before confirming the commodity code. The wider veneer guide covers other species and cutting methods.

Specify oak species, cut and matching

Name the botanical species rather than accepting ‘oak’ alone. Specify natural sliced veneer, the cutting pattern, usable leaf dimensions, thickness tolerance and moisture range. Agree crown or straight grain, permitted sapwood, knots, splits and colour variation against retained samples. State whether adjoining leaves must be book-matched or slip-matched and how bundles must preserve their cutting sequence.

For veneer placed on the Great Britain market, confirm timber legality due-diligence and recordkeeping requirements with the relevant authority or your customs broker. Gather species, harvest country and supply-chain information to help assess and reduce illegality risks. Ask where the logs were harvested as well as where the veneer was sliced. Connect the supporting documents to the supplied bundles before approving shipment.

Worked duty example

Illustrative example, not a quote: Illustrative order: 6 cubic metres of unsanded, unplaned sliced oak veneer, 0.6 mm thick under 4408 90 85 00, invoiced at £12,000 free on board, with £2,800 of freight and insurance to the UK. The customs value is £14,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £14,800, so it is £2,960. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Thickness and size: measure across sampled leaves and check usable dimensions after trimming, rather than accepting the bundle label.

Appearance and matching: compare grain, colour, sapwood and defects with retained samples; lay adjoining leaves out in their intended order.

Moisture and condition: use a calibrated meter suitable for thin veneer; inspect inside bundles for mould, staining, brittleness and transport damage.

Bundle identity: check leaf counts, sequence marks and species descriptions against the packing list and origin records. Use the inspection guide to brief the inspector.

What goes wrong

A sample leaf can hide a mixed bundle. Changes in oak colour, grain or cutting sequence become obvious when neighbouring furniture faces are assembled. Approve a laid-out matched set, record the bundle identity and agree how rejected leaves affect the usable quantity.

Uneven thickness can cause patchy pressing or sanding through the face. Wet veneer can stain or develop mould, while brittle leaves split during handling. Inspect before production, photograph affected bundles and trial the veneer with your intended substrate, adhesive and finish.
