Skid steer loader codes and duty

Read from the UK Trade Tariff on 30 September 2026, heading 8429 covers self-propelled earthmoving machinery, including shovel loaders. This guide focuses on skid steer loaders. The table separates buyer configurations that share a tariff line; an enclosed cab or open operator station does not itself create a different code. The supplied tariff records show 0% duty for goods from China on the wheeled and crawler loader lines used here, with no recorded anti-dumping duty, countervailing duty, suspension or attached import control. Heading-wide excavator measures should not be treated as a skid steer loader charge. Import VAT is normally 20%; see import duty and VAT.

Have your broker confirm the commodity code from the machine's loading function, chassis and configuration before shipment. Specify the loader and its attachments together

Specify wheels or tracks, seated or stand-on operation, operating mass, rated operating capacity, tipping load, lift path and discharge height. Ask the factory to identify the attachment and configuration used for each capacity claim. Agree overall dimensions with the bucket fitted, ground clearance, tyre or track specification and access for servicing.

Match auxiliary hydraulic flow, pressure, connectors, electrical controls and any return line to the attachments you will use. Define the quick-coupler geometry and locking method rather than accepting a claim of universal compatibility. Name the engine, hydraulic pump and drive motor models, and request a parts book and service consumables list.

For Great Britain, check the machinery conformity assessment, technical file arrangements and declaration for the supplied model. The machine needs the relevant conformity marking, and CE recognition continues. Request English instructions, combustion-engine emission approval evidence and the outdoor noise report before ordering. Engine type approval demonstrates compliance with emission standards; a component brochure is insufficient evidence for the supplied configuration.

Worked duty example

Illustrative example, not a quote: Illustrative order: two wheeled skid steer loaders with buckets under 8429 51 99 00, invoiced at £60,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £65,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £65,000, so it is £13,000. Inspection checklist

Identity and documents: match the machine serial number, engine plate, installed components and attachment configuration to the order, declaration and reports. Check English instructions and safety decals, plus the guaranteed sound power label against the noise report.

Operator protection: test the seat or operator-presence interlock, restraint, parking brake and emergency controls using the manufacturer's procedure. Check the lift-arm support device, protective structure evidence and safe access to the cab or platform.

Drive and hydraulics: test forward and reverse travel, turning, lift and tilt under an agreed safe load. Check hydraulic leaks, hose routing, wheel or track alignment and abnormal noise after warming the machine.

Attachments and arrival: demonstrate coupler locking and each ordered attachment before shipment. On arrival, photograph transport damage, inspect exposed hoses and connectors, and repeat the agreed function checks before acceptance. Arrange quality inspection around the actual machine and attachments.

What goes wrong

A bucket fits the coupler but does not lock securely, or an attachment needs hydraulic flow or a return connection the loader lacks. Capacity claims relate to a different bucket or lift position. Drive motors, pumps or engines differ from the approved specification. Tie the order to identified components and a witnessed attachment demonstration.

Documents can describe a related model while the delivered engine, cab or control system differs. Interlocks may be bypassed for demonstrations, hydraulic joints may leak when warm, and transit can damage exposed lines. Resolve these discrepancies before dispatch and record arrival findings against the same acceptance checklist.
