Sourcing backhoe loaders from China

Backhoe loaders from China carry 0% UK customs duty under the relevant other excavator and shovel-loader line, subject to classification. Before placing new machines on the Great Britain market, confirm the applicable CE or UKCA marking, declaration of conformity and English-instruction requirements with the relevant market surveillance authority. Cambridge China Bridge sources backhoe loaders.

Backhoe-loader duty and commodity codes

Read from the UK Trade Tariff on 30 September 2026, the relevant line carries 0% customs duty for goods from China. Heading 8429 covers self-propelled earthmoving machinery. This guide covers machines combining a front loading bucket with a rear digging arm.

The supplied record for 8429 59 00 00 lists no anti-dumping or countervailing duty, suspensions or attached import controls. The table shows backhoe-loader configurations under this shared candidate code, rather than separate tariff subdivisions. Confirm the complete machine's configuration with your customs broker using finding your commodity code. For the wider heading, see sourcing wheel loaders. For amphibious excavator purchases, see our amphibious excavators sourcing guide.

Import VAT is normally 20%, even when customs duty is 0%. Use the import duty and VAT guide to prepare your landed-cost calculation.

Specify the loading bucket and rear digging assembly

Specify front-bucket capacity, loader lift height, rear digging depth and reach, fixed or extending digging arm, side-shift or centre-mounted assembly, and stabiliser arrangement. Record operating weight and transport dimensions. Agree the bucket and attachment interfaces, auxiliary hydraulic connections, tyre specification, steering arrangement and cab controls.

Name the engine, transmission, hydraulic pump and control valves in the order. Agree how component substitutions will be approved, and obtain the parts book and service instructions. Test both loading and digging functions against the written specification.

For new machinery placed on the Great Britain market, confirm the applicable CE or UKCA marking, declaration of conformity and English-instruction requirements with the relevant market surveillance authority. Confirm conformity assessment requirements with that authority; a technical file must be compiled and made available on request. Match the documentation to the actual model and attachments through testing and certification.

Confirm engine type-approval and approval-marking requirements for new combustion-engined non-road machinery with the Vehicle Certification Agency. Confirm with the relevant authority whether the earthmoving machine falls within outdoor-noise rules; equipment covered by those rules must be accompanied by a declaration of conformity. Request engine approval evidence and model-specific noise documentation before accepting the order.

Worked duty example

Illustrative example, not a quote: One backhoe loader for a contractor; illustrative order, not a quote under 8429 59 00 00, invoiced at £60,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £65,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £65,000, so it is £13,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Loader assembly: check bucket dimensions, cutting edge, welds, pivot play and the complete lift and tip movements against the order.

Rear digging assembly: test boom, dipper, bucket and any extension or side shift. Check stabiliser operation, pin retention, attachment locking and transport locks.

Travel and hydraulics: test steering, transmission engagement and braking in a controlled area. Warm the machine, operate both assemblies under an agreed load, and inspect hoses, cylinders and housings for leaks.

Identity and documents: match machine and engine plates to the order, declaration and engine approval evidence. Check English instructions and noise documentation during quality inspection, and repeat the physical checks on arrival.

What goes wrong

A quotation can leave rear digging reach, bucket interfaces or auxiliary hydraulic connections undefined. Attachments may not fit, an extending arm may have excessive play, or stabilisers may drift during a function test. Agree measurable acceptance criteria and record the loading and digging tests before shipment.

Documents may describe a different engine or machine configuration. Hydraulic leaks can appear only after warming up, while loose pins or damaged hoses may be visible on arrival. Resolve discrepancies in the machine, instructions and compliance documents before accepting it for business use.
