Landfill compactor duty and classification

Heading 8429 covers specified self-propelled earthmoving and compaction machinery. The supplied tariff has no dedicated landfill-compactor description. The table shows configurations only where the actual machine is accepted as a non-vibratory roadroller under 8429 40 30 00. These share a code; they are not separate tariff lines. A supplier's description of a machine as a landfill compactor does not establish that classification.

Read from the UK Trade Tariff on 30 September 2026, the other-roadrollers line carries 0% customs duty for goods from China. The supplied record lists no anti-dumping or countervailing duty, suspension or attached import control for this line. Import VAT is normally 20%; see import duty and VAT.

Confirm the commodity code with your customs broker using the machine's principal function, wheel design, attachments and operating description. Do this before relying on the table or illustrative order. For wider heading coverage, see self-propelled road rollers.

Specify the compaction wheels and debris protection

Specify operating mass, wheel width, tip shape, tip material and replacement method. Record cleaner-bar clearance, axle protection, belly guards, articulation movement and spreading-blade configuration. Describe the waste and cover material the machine will handle, and agree a witnessed working test rather than accepting an unloaded driving demonstration.

Name the engine, transmission and hydraulic components. Agree cooling-pack access, radiator cleaning arrangements, cab filtration, visibility and access to service points. Request a parts catalogue identifying wheel tips, cleaner bars, seals and filters, and record how component substitutions will be approved.

For new machinery placed on the Great Britain market, confirm the applicable CE or UKCA marking, conformity declaration and English-instruction requirements with the relevant authority. For new combustion-engined non-road machinery, also confirm the applicable engine type-approval and marking requirements. Type approval demonstrates compliance with the latest engine emissions standards. Match documents to the actual configuration through testing and certification.

Confirm which outdoor-noise category applies to the actual machine and attachment. Request the noise report and guaranteed sound power label. Equipment covered by the outdoor-noise rules must be accompanied by a conformity declaration. Resolve the applicable assessment route before shipment.

Worked duty example

Illustrative example, not a quote: One non-vibratory landfill roller compactor for a waste contractor; illustrative only, subject to classification confirmation under 8429 40 30 00, invoiced at £60,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £65,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £65,000, so it is £13,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Wheels and cleaners: check tip layout, fixing or weld quality, replacement access and cleaner-bar clearance against the order. Inspect guards for gaps where debris could reach axles or seals.

Drive and articulation: test forward and reverse travel, steering, articulation and service and parking brakes in a controlled area. Inspect joints, wheel fixings and hose clearance throughout movement.

Working temperature: witness an agreed compaction and spreading test. Check hydraulic leaks, blade drift, transmission engagement, cooling behaviour and access for removing accumulated debris.

Identity and arrival condition: match machine and engine plates to the order and documents during quality inspection. Check the English manual, noise evidence, loose parts and transport damage, then repeat the condition checks on arrival.

What goes wrong

A machine can drive normally while its wheel tips wear poorly, cleaner bars foul the wheels or debris reaches exposed axle seals. An unloaded demonstration will not show whether the cooling system copes with the intended work. Make acceptance depend on the agreed configuration and a recorded working test.

Another risk is receiving a different engine, transmission or wheel arrangement from the quotation, with documents for the original model. Compare the actual plates and components before shipment. Resolve substitutions and classification uncertainty before accepting the machine.

Frequently asked questions

What is the UK import duty on landfill compactors from China?

The supplied heading 8429 lines carry 0% customs duty. For a machine accepted under 8429 40 30 00, no trade remedy is listed. Confirm the actual classification; import VAT is normally 20%.

Which commodity code covers a landfill compactor?

The supplied tariff has no dedicated landfill-compactor line. Use 8429 40 30 00 only if the machine is accepted as a non-vibratory roadroller. Ask your broker to check its principal function and configuration.

Does a Chinese landfill compactor need CE or UKCA marking?

Match these to the delivered machine and check engine approval separately.

What should I inspect before a landfill compactor ships?

Check wheel tips, cleaner bars, axle guards, articulation, brakes and hydraulic leaks. Witness a working test and match the machine and engine plates to the order, conformity documents and engine approval evidence.
