Sourcing dental barrier films from China
Self-adhesive dental barrier films from China normally carry 6% UK duty; qualifying constructions may receive a conditional 0% suspension. Medical-device status depends on intended purpose and mode of action. Specify the film, adhesive and removal performance. Cambridge China Bridge sources self-adhesive dental barrier films.

Dental barrier film duty and classification
Read from the UK Trade Tariff on 1 October 2026, heading 3919 covers self-adhesive plastic plates, sheets, film, foil, tape, strip and other flat shapes. Dental barrier films need classification by backing material, adhesive coating, roll width and presentation. The table gives construction-dependent candidates, rather than interchangeable codes for every dental film.
The selected lines carry a normal China duty of 6%, with no anti-dumping or countervailing measures recorded. Conditional 0% suspensions appear on some lines, including specified polyethylene foil under 3919 10 80 90. The supplied suspension descriptions are partly truncated, so confirm the complete conditions before claiming relief. Authorised-use relief for offshore wind turbine rotor blades is not a dental-use concession.
The tariff attaches an import control of fluorinated greenhouse gases to 3919 10 80 90 and 3919 90 80 99. Official guidance does not establish the declaration requirement for this particular film, so confirm it with your customs broker. Confirm your commodity code, and see the wider packing tape and adhesive tapes guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other self-adhesive plastic film rolls, width not exceeding 20 cm | 3919 10 80 90 | 6% | None |
| Other self-adhesive plastic sheets and wider film rolls | 3919 90 80 99 | 6% | None |
| Rubber-coated polyethylene or PVC strips in rolls, width not exceeding 20 cm | 3919 10 12 00 | 6% | None |
| Rubber-coated polypropylene strips in rolls, width not exceeding 20 cm | 3919 10 15 00 | 6% | None |
Specify the film and its dental surface use
State whether the film covers chair controls, light handles or work surfaces. Specify the polymer, film thickness, adhesive type, colour, sheet dimensions, perforation spacing, sheets per roll, core size and dispenser fit. Agree the surfaces and application conditions for testing, including clean removal after the intended period of use.
Medical-device status depends on the stated intended purpose and mode of action. Ask for the manufacturer's written assessment against the actual label, instructions and sales claims. If the film is a medical device, it must meet the applicable requirements before being placed on the Great Britain market; a manufacturer outside the UK must appoint a UK responsible person to register and act on its behalf.
Request evidence supporting any sterile, antimicrobial or infection-prevention claim. Approve the packaging wording alongside the physical sample. Agree batch identification and storage instructions, and arrange testing and certification support where the intended claims need assessment.
Worked duty example
Illustrative example, not a quote: Illustrative order of 3,000 dental barrier film rolls, without suspension under 3919 10 80 90, invoiced at £3,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £4,500. Duty at 6% is £270. Import VAT at 20% is charged on the customs value plus duty, £4,770, so it is £954. Import taxes total £1,224; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £270 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Film: check thickness, dimensions, clarity or colour, pinholes and tears against the approved sample.
Adhesion: apply samples to the agreed dental surfaces; check edge lifting, slipping, adhesive residue and surface damage on removal.
Dispensing: check roll count, sheet count, perforation tear, unwind resistance and fit in the intended dispenser.
Packing: check crushed cores, exposed adhesive, dust, damaged wrapping and batch identification against the order. Use a written inspection brief.

What goes wrong
Thin film can split across a sheet rather than at the perforation. Uneven perforations can release several sheets together, and poor winding can jam the dispenser. Adhesive substitution can leave residue on controls or lose grip on textured handles. Compare production samples with the approved roll on the actual surfaces.
A supplier's generic certificate may describe a different film or intended use. Match its product identity and claims to your order before accepting it as evidence. Keep the agreed specification and retained samples so that repeat orders can be checked for changes.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on dental barrier films from China?
The selected construction-dependent lines normally carry 6% duty. Some have conditional 0% suspensions; confirm the complete conditions. No anti-dumping or countervailing measure is recorded in the supplied tariff facts.
Are dental barrier films automatically medical devices?
Assess the stated intended purpose and mode of action. Ask the manufacturer for a written assessment covering the actual film, label, instructions and sales claims.
How do I check whether dental barrier film leaves residue?
Apply production samples to the agreed chair controls, handles and work surfaces. Remove them after the intended use period and compare residue, edge lifting and surface damage with the approved sample.
Can I use a supplier's existing certificate?
Check that it identifies the film you are buying and supports its intended use and claims. A certificate for another adhesive, construction or product is not useful evidence for your order.
