Sourcing reflective vinyl films from China
Self-adhesive reflective vinyl films from China normally carry 6% UK duty, with qualifying specified constructions suspended to 0%. Match the complete layer structure and roll width to the tariff description, and check chemical restrictions before supply. Cambridge China Bridge sources self-adhesive reflective vinyl films.

Duty on reflective vinyl films
Read from the UK Trade Tariff on 30 October 2026, heading 3919 covers self-adhesive plastic plates, sheets, film, foil, tape, strip and other flat shapes. Reflective vinyl films fall within this family, but their layer construction and whether supplied as narrow rolls, wider rolls or sheets determine the line. See the wider packing tape and adhesive tapes guide.
The selected lines carry 6% duty for goods from China, with no anti-dumping or countervailing duty shown. The specified security film and microprismatic constructions have suspensions to 0.00 %, subject to their exact descriptions and suspension footnotes. The suspension on the narrow residual line describes other materials, not ordinary reflective vinyl. The wider residual line also lists an authorised-use suspension for offshore wind turbine rotor-blade manufacture; do not assume it applies to signage film.
The UK Trade Tariff attaches import control of fluorinated greenhouse gases to these lines. The importer should confirm the applicable declaration requirement with their customs broker. Products containing banned fluorinated gases cannot be placed on the Great Britain market. Confirm the commodity code using the complete layer specification, adhesive, width and supplied format.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other self-adhesive reflective film in rolls up to 20 cm wide | 3919 10 80 90 | 6% | None |
| Other self-adhesive reflective film, wider rolls or sheets | 3919 90 80 99 | 6% | None |
| Specified PVC and alkyd polyester security reflecting film, narrow rolls | 3919 10 80 35 | 6% | None |
| Specified acrylic or vinyl microprismatic reflecting sheet, narrow rolls | 3919 10 80 73 | 6% | None |
| Specified acrylic or vinyl microprismatic reflecting sheet, other formats | 3919 90 80 50 | 6% | None |
Specify the reflective structure and application
State whether the film uses glass beads or microprisms, identify the face film and each backing layer, and specify colour, thickness, roll width, usable length and release liner. Agree measured retroreflection under defined illumination and viewing conditions, rather than accepting a photograph as proof. Describe the actual sign panel or vehicle surface, its finish and the intended exposure.
Specify permanent or removable adhesive, application conditions, edge sealing, printing compatibility and the cleaning method. Request composition information for the face film, adhesive and additives: UK REACH restrictions can concern chemicals in finished articles. Agree suitable chemical and performance testing through testing and certification, with reports identifying the supplied construction.
Worked duty example
Illustrative example, not a quote: 20 rolls of ordinary self-adhesive reflective vinyl film; illustrative order and values under 3919 10 80 90, invoiced at £3,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £4,500. Duty at 6% is £270. Import VAT at 20% is charged on the customs value plus duty, £4,770, so it is £954. Import taxes total £1,224; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £270 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions: unwind sampled rolls and measure usable length, width and film thickness against the order; distinguish film thickness from the liner.
Reflection: compare colour and reflective uniformity with the approved sample, then verify the agreed measured performance; check for dull patches and damaged prism or bead layers.
Adhesion: apply samples to the intended substrate using the agreed preparation; check peeling, lifting edges, bubbles and adhesive residue after removal.
Roll condition: inspect crushed cores, telescoping, creases, liner release and surface scratches; retain batch references and samples through quality inspection.

What goes wrong
A film can look bright under a camera flash yet miss the buyer's specified reflective performance. Changes to the bead or prism layer, adhesive or face film can make a repeat batch behave differently. Printing, stretching around curves and surface contamination can also change the result. Approve an applied sample using the intended printing and installation process.
Short rolls, lifting edges and damaged liners create unusable stock. Another costing error is treating any reflective film as eligible for a suspension intended for a particular layer structure. Keep the factory's construction record, approved sample and customs description consistent, and review the calculation with UK import duty and VAT.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on reflective vinyl film from China?
The selected lines carry 6% duty. Precisely specified security and microprismatic films have suspensions to 0.00 %. No anti-dumping or countervailing duty is shown in the supplied tariff data.
Does reflective vinyl automatically qualify for zero duty?
No. The complete layer structure and supplied format must match the relevant tariff description and suspension conditions. Ordinary reflective vinyl should not be costed as a listed specialist construction.
How do I check reflective film before shipment?
Measure usable roll length and thickness, verify agreed reflective performance, and test adhesion on the actual substrate. Check liner release, scratches, creases and lifting edges.
Can the same film be used for signs and vehicle graphics?
Approve each intended application separately. Specify the substrate, curvature, printing process, cleaning and exposure, then test an applied sample against the agreed performance.
