Sourcing foam mounting tape from China
Self-adhesive foam mounting tape from China normally carries 6% UK duty; qualifying listed foam tapes have suspensions to 0%. Match the full tariff specification before claiming relief, and ensure household mounting tape is safe for its intended use in Great Britain. Cambridge China Bridge sources self-adhesive foam mounting tape.

Foam mounting tape duty and suspensions
Read from the UK Trade Tariff on 1 October 2026, heading 3919 covers self-adhesive flat shapes of plastics, including foam mounting tape. Rolls not exceeding 20 cm wide have separate lines from wider rolls and other formats. Confirm the foam material, adhesive coating, width and presentation through finding your commodity code. Our double-sided PET adhesive tape guide covers another tape family within this heading.
The selected lines carry 6% standard duty for goods from China, with no anti-dumping or countervailing measures recorded. Listed reinforced polyethylene and acrylic foam tapes have suspensions to 0%, subject to the full descriptions and suspension footnotes. The residual lines also record suspensions for specified film products; these do not establish relief for ordinary foam mounting tape. The wider residual line records authorised-use relief for manufacturing offshore wind turbine rotor blades.
The UK Trade Tariff attaches an import control of fluorinated greenhouse gases to the selected lines. Ask the factory to identify the foam blowing agent and have your customs broker confirm the declaration requirement for goods from China. Products containing banned fluorinated gases must not be placed on the market in Great Britain. Confirm the control against the actual composition before shipping.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other foam mounting tape, in rolls not exceeding 20 cm wide | 3919 10 80 90 | 6% | None |
| Other foam mounting tape in wider rolls, sheets or cut shapes | 3919 90 80 99 | 6% | None |
| Specified reinforced polyethylene foam tape, rolls not exceeding 20 cm wide | 3919 10 80 45 | 6% | None |
| Specified acrylic foam tape, rolls not exceeding 20 cm wide | 3919 10 80 55 | 6% | None |

| Specified acrylic foam tape, other formats | 3919 90 80 53 | 6% | None |
Specify the foam, adhesive and mounting surface
Specify polyethylene or acrylic foam, reinforcement, foam density, thickness, width, usable roll length and release liner. State whether the adhesive is pressure sensitive on both faces or heat activated on a face. Record the intended substrate, mounted item, loading direction, surface preparation, application temperature and service conditions.
Approve samples on the actual painted wall, glass, metal or plastic surface. Agree peel and sustained-load tests, conditioning, application pressure and time before loading. Check removal separately if you intend to sell the tape as removable. Use testing and certification support to define the evidence needed for your product claims.
Household mounting tape supplied in Great Britain must be safe. Assess the risk of mounted items falling and base the stated uses and fitting instructions on your test results. Avoid transferring a holding claim measured on clean metal to painted walls without testing.
Worked duty example
Illustrative example, not a quote: 3,000 rolls of ordinary foam mounting tape, purely illustrative under 3919 10 80 90, invoiced at £18,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £19,500. Duty at 6% is £1,170. Import VAT at 20% is charged on the customs value plus duty, £20,670, so it is £4,134. Import taxes total £5,304; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,170 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions: unwind sampled rolls to measure usable length and width; measure foam thickness without crushing it and compare the construction with the approved sample.
Bond performance: check peel, sustained-load slip and foam splitting on the agreed substrates, including the expected warm, cold or damp conditions.
Liner and winding: check clean liner release, adhesive transfer, edge ooze, telescoped rolls, damaged cores and joined lengths.
Identification and instructions: compare batch details, stated dimensions, substrate limitations and fitting instructions with the approved artwork; retain arrival samples for quality inspection.

What goes wrong
Strong initial grab can hide poor sustained-load performance. The foam can split internally, the adhesive can creep in warmth, or the wall paint can detach while the tape remains bonded. A substitute foam or adhesive may look unchanged but behave differently. Compare production and arrival samples on the intended surface.
Short rolls, compressed foam and liners that lift the adhesive reduce usable stock. A generic description such as acrylic mounting tape can also lead buyers to assume a suspension applies. Obtain the construction details and test evidence needed to match the full tariff description before costing the order.

Frequently asked questions
What is the UK import duty on foam mounting tape from China?
The selected lines carry 6% standard duty. Qualifying listed reinforced polyethylene and acrylic foam tapes have suspensions to 0%. No anti-dumping or countervailing measures are recorded.
Does all acrylic foam mounting tape qualify for zero duty?
No. The listed acrylic foam lines describe adhesive layers, release sheets and peel performance. Match the complete description and suspension footnotes before claiming relief.
How should I check the holding strength of mounting tape?
Test sustained loading on the intended substrate after the agreed preparation and conditioning. Record slip, adhesive release, foam splitting and damage to the surface.
Can foam tape damage painted walls when removed?
Yes. The adhesive may hold more strongly than the paint. Test removal on representative painted surfaces before making removable or damage-free claims.
