Sourcing privacy window films from China
Self-adhesive window privacy films from China carry 6% standard UK duty on the relevant lines; specified films have suspensions to 0%. Businesses importing consumer products are responsible for their safety. Specify glass compatibility and test privacy with changing light. Cambridge China Bridge sources self-adhesive window privacy films.

Window privacy film duty and suspensions
Read from the UK Trade Tariff on 21 October 2026, heading 3919 covers self-adhesive plastic flat shapes, including window privacy films. The table gives candidate lines according to roll width, composition and construction. An adhesive film and a static-cling product should not be treated as interchangeable when requesting classification.
The selected lines carry 6% standard duty from China, with no anti-dumping or countervailing measures recorded. Specified polyester films and window reflector or diffuser rolls have suspensions to 0%. The residual lines have product-specific suspensions; the wider residual line also lists authorised-use relief for offshore wind-turbine rotor blades. These entries do not establish relief for an ordinary privacy-film order.
The UK Trade Tariff attaches fluorinated greenhouse gas import control to these lines. Official guidance prohibits marketing products containing banned fluorinated gases in Great Britain, but does not establish the declaration required for this privacy film from China. Confirm the requirement with your customs broker. Supply the material, adhesive, layer structure, thickness and roll width when checking the commodity code. For the wider heading, see paint protection film.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other adhesive privacy film in rolls not exceeding 20 cm wide | 3919 10 80 90 | 6% | None |
| Specified scratch-resistant adhesive polyester window film | 3919 90 80 65 | 6% | None |
| Window reflector or diffuser rolls for ultraviolet or infrared protection | 3919 90 80 83 | 6% | None |
| Other self-adhesive plastic privacy film and cut sheets | 3919 90 80 99 | 6% | None |
Specify privacy, adhesive and glass compatibility
Specify frosted, patterned, opaque or reflective finish; film material; adhesive type; liner; roll dimensions; and acceptable colour and haze. Agree whether the film is fitted inside or outside, the intended glass types and removal expectations. Request written compatibility guidance for coated glass and insulating glass units, supported by application trials.
Approve an installed sample rather than a loose swatch. Compare privacy with daylight outside and with the room illuminated after dark. Request test evidence for any ultraviolet, solar-control or safety claim. Businesses importing consumer products are responsible for their safety; general product safety rules in Great Britain cover products intended or foreseeably likely to be used by consumers.
Worked duty example
Illustrative example, not a quote: Illustrative order of retail-packed frosted adhesive window-film rolls under 3919 90 80 99, invoiced at £3,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £4,500. Duty at 6% is £270. Import VAT at 20% is charged on the customs value plus duty, £4,770, so it is £954. Import taxes total £1,224; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £270 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions: measure sampled roll length, width and film thickness against the order; check that the liner is excluded where the specification requires film-only thickness.
Appearance: inspect installed samples for uneven frosting, colour variation, scratches, contamination and pattern alignment.
Adhesive: apply to the agreed glass using the supplied method; check bubbles, edge lifting, adhesive marks and removal residue after the agreed trial.
Packing: check crushed cores, creases, liner damage, batch identification and installation instructions. Use the inspection guide to agree checks before shipment.

What goes wrong
Reflective film may provide the expected privacy in daylight but reveal the room when indoor lighting becomes brighter than outdoors. Frosting can vary across batches, while thin film, uneven adhesive and damaged liners produce creases, bubbles or lifting edges. Judge privacy on the installed sample under the intended lighting conditions.
A supplier may substitute static-cling film for an adhesive product, or provide compatibility claims without identifying the glass tested. Freeze the approved construction and application method in the order. Ask for evidence before describing a privacy film as safety glazing or promising heat performance.

Frequently asked questions
What is the UK import duty on window privacy film from China?
The selected heading 3919 lines carry 6% standard duty. Specified films have suspensions to 0%; ordinary privacy film does not qualify solely because it shares a code with a suspended product.
Does reflective window film give privacy at night?
Check an installed sample with the room illuminated after dark. Reflective privacy depends on the lighting difference across the glass; do not approve it from a daylight demonstration alone.
Can I fit privacy film to double glazing?
Ask for compatibility evidence for the exact insulating glass unit, coatings and fitting side. Agree the application method and trial the proposed film before buying bulk stock.
How do I check adhesive window film before shipment?
Measure sampled rolls and install samples on the agreed glass. Compare frosting and colour, then check bubbles, edge adhesion, removal residue and liner damage against the approved sample.
