Sourcing paint protection film from China

Paint protection film from China carries 6% standard UK duty on the selected lines; listed suspensions can reduce duty to 0% only for qualifying goods. Classify by material, adhesive and roll width, rather than the product name, and check consumer safety before sale. Cambridge China Bridge sources paint protection film.

Paint protection film duty and classification

Read from the UK Trade Tariff on 21 October 2026, heading 3919 covers self-adhesive plastic film and other flat shapes. Paint protection film belongs here when its construction matches the heading. The table gives classification candidates, not interchangeable codes: rubber-coated narrow strips and the specified black car film need their own description checks. See the wider adhesive tapes guide.

The selected lines carry 6% standard duty for China, with no anti-dumping or countervailing measures recorded. Listed 0% suspensions on the other narrow-film and residual wider-film lines cover particular constructions; the wider residual line also lists authorised use for offshore wind turbine rotor blades. Do not assume these cover automotive polyurethane film. The supplied suspension descriptions are partly truncated, so confirm their full scope before claiming relief.

The UK Trade Tariff attaches fluorinated greenhouse gas import controls to these selected lines. Official guidance prohibits placing products containing banned fluorinated gases on the Great Britain market, but does not establish a film-specific declaration route. Confirm the applicable requirement with your customs broker using the factory's composition evidence. Confirm the commodity code from the backing, adhesive, width and presentation.

Specify the film and its behaviour on paint

Specify the backing polymer, top coating, adhesive chemistry, release liner, finish, colour, film thickness excluding the liner, roll width and usable length. Distinguish permanent paint protection from temporary transport protection. For precut kits, approve the vehicle model, panel coverage, edge allowance and cutting file.

Agree application and removal methods on representative painted panels, including repainted panels if these are an intended use. Set acceptance criteria for clarity, stretch marks, edge adhesion, staining and adhesive residue. Ask for test evidence behind yellowing resistance and scratch recovery claims, with the tested construction identified.

UK businesses importing or selling consumer products are responsible for their safety. Ask for composition evidence covering the backing, adhesive and coating, and check the UK REACH Candidate List: inclusion of a substance brings supplier obligations. Use testing and certification support to define the evidence needed for the actual film.

Worked duty example

Illustrative example, not a quote: 20 rolls of paint protection film, illustrative only under 3919 90 80 99, invoiced at £3,000 free on board, with £1,500 of freight and insurance to the UK. The customs value is £4,500. Duty at 6% is £270. Import VAT at 20% is charged on the customs value plus duty, £4,770, so it is £954. Import taxes total £1,224; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £270 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure usable roll length, width and film thickness separately from the liner; compare the results with the approved specification.

Appearance: inspect film on contrasting painted panels for haze, specks, coating streaks, uneven gloss and colour differences between rolls.

Application: fit sample film around curves and panel edges; check repositioning, trapped bubbles, stretch marks and edge lifting after the agreed conditioning.

Removal and packing: check residue and paint damage using the agreed removal method; inspect crushed cores, edge damage, liner release and batch identification during quality inspection.

What goes wrong

A sample that looks clear on its liner can show haze or adhesive texture on dark paint. Excessive stretch can leave visible lines, while unsuitable adhesive or installation conditions can cause edge lifting. Removal can leave residue or damage vulnerable paint. Test the installed film rather than judging an unopened roll.

Short usable lengths, damaged edges and an unapproved change of backing or coating can make stock differ from the sample. Keep an approved installed sample and batch records. Treat a factory warranty as a separate commercial promise: agree the evidence needed to assess yellowing, coating failure and removal complaints.

Frequently asked questions

What is the UK import duty on paint protection film from China?

The selected lines carry 6% standard duty, with no anti-dumping or countervailing measures recorded. Listed 0% suspensions apply only to qualifying goods; do not assume ordinary automotive film qualifies.

Which commodity code covers polyurethane paint protection film?

Start with the residual film descriptions, then check roll width and adhesive chemistry. Narrow rubber-coated strips differ from other narrow film. Wider rolls and cut shapes need a separate classification check.

How do I check whether the film will damage paint?

Apply and remove samples on representative painted panels using the agreed methods. Include repainted panels if intended, and record residue, staining, lifting and paint damage.

What should I ask for before accepting a self-healing claim?

Ask for the scratch method, recovery conditions and results for the actual backing and top coating. Repeat the demonstration on an installed sample and agree what counts as recovery.
