Duty depends on the figure and presentation

Read from the UK Trade Tariff on 3 December 2026, heading 9503 covers dolls, other toys and recreational models. For this product family, other human dolls carry 4%, while non-stuffed animal or non-human creature toys carry 0%. Other toy sets and residual plastic toys carry 4%. These are possible classifications, not interchangeable codes. The selected lines show no anti-dumping or countervailing duty.

The residual plastic line records a suspension restricted to cable car scale models for printing under authorised use; it does not cover ordinary collectible figures. The doll, non-human creature and residual plastic lines attach cat and dog fur controls: imports and exports of that fur and products made from it are banned. Check any fur accessories before ordering from China. All selected lines attach cultural-goods export licensing entries; ask your customs broker to confirm their relevance before onward export.

Confirm the commodity code using the character, materials, function and retail presentation. A boxed figure is not automatically a toy set. For wider heading coverage, see the plush toy guide.

Specify the sculpt, PVC formulation and paint

Agree the sculpt artwork, finished dimensions, pose, PVC formulation, hardness, hollow or solid construction, mould split lines and base attachment. Identify other plastics used for hair, weapons or stands. Specify paint colours, gloss, face-print alignment, accessory contents and the exact retail-box artwork. Keep a finished approval sample.

Establish whether the design is a children's play product or a display collectible. The toy regulations define toys as products designed or intended, whether exclusively or otherwise, for play by children under 14 years old. Ask for a product-specific scope assessment rather than relying on the word collectible.

For figures within toy rules, check conformity assessment, the declaration of conformity, technical documentation, importer identification and relevant marking before sale in Great Britain. CE marking remains recognised indefinitely. Agree checks for the actual PVC, plasticisers, coatings and detachable parts through testing and certification. Consumer products should only be sold once safety compliance has been demonstrated.

Worked duty example

Illustrative example, not a quote: 400 boxed PVC human-shaped dolls, illustrative order only under 9503 00 21 90, invoiced at £5,000 free on board, with £1,300 of freight and insurance to the UK. The customs value is £6,300. Duty at 4% is £252. Import VAT at 20% is charged on the customs value plus duty, £6,552, so it is £1,310.40. Import taxes total £1,562.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £252 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Sculpt and finish: compare face printing, colours, gloss and mould lines with the approved sample; check paint bleed, scuffs, tackiness and visible glue.

Assembly and stability: fit every accessory and base connection; check loose joints, broken pegs, leaning figures and sharp moulding flash.

Documents and labels: match the supplied materials and design to the compliance documents and approved label artwork; check importer details and the agreed marking where toy rules apply.

Packing and arrival: check crushed display boxes, rubbed paint, bent accessories and missing parts. Compare arrival samples with the approved figure using agreed inspection criteria.

What goes wrong

A factory can reproduce the sculpt while changing the PVC compound, paint or adhesive. The result can be softer pegs, leaning figures, sticky surfaces or paint transferring onto the inner tray. Misaligned face printing and visible glue can make a collectible unacceptable even when the parts fit.

Keep the approved sample and material list with the purchase order. Require approval before substitutions, check production figures inside their actual packaging, and investigate material changes before accepting existing test reports. Agree how damaged display boxes and incomplete accessories will be recorded.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.

Frequently asked questions

What is the UK import duty on PVC collectible figures from China?

Yes, through the applicable conformity route. CE marking remains recognised indefinitely in Great Britain. Check the assessment, declaration and technical documents for the actual figure.

Compare face printing, paint finish and sculpt details with the approved sample. Fit accessories and bases, check stability and loose parts, and inspect display boxes for crushing and paint rub.
