Duty depends on materials and retail presentation

Read from the UK Trade Tariff on 4 December 2026, heading 9503 covers toys and puzzles, including fidget products classified as toys. The selected plastic-toy and toy-set lines carry 4% duty from China; the selected hand-made wooden and other-material toy lines carry 0%. No anti-dumping or countervailing duty is recorded for these lines. The table gives possible classifications, rather than interchangeable codes for every fidget toy.

The snapshot attaches cat and dog fur import controls to the selected individual-toy lines. Imports of that fur and products made from it are banned, including from China. The wooden and other-material lines also attach CITES controls. Permits are required for listed species; ask your customs broker to confirm species coverage and documents for the Chinese shipment. Export entries include cultural-goods licensing and, on relevant lines, fur and CITES controls; confirm their relevance before onward export.

The plastic-toy line records a suspension restricted to cable-car scale models for printing; it does not provide relief for fidget toys. Confirm the material, mechanism, character shape and retail contents using the commodity code guide. For stuffed sensory characters and related products within the wider heading, see the plush toy guide.

Specify the mechanism, material and intended user

Describe whether the product spins, clicks, stretches, pops or squeezes. Specify finished dimensions, body material, coatings, colours, bearing construction, removable caps and any magnets. For squeeze toys, identify the outer skin and filling; for pop toys, agree dome feel and recovery. Approve a finished sample and require approval before material or component substitutions.

For products potentially within toy safety rules, confirm with the relevant authority the applicable conformity assessment, declaration of conformity, technical documentation and marking requirements before sale in Great Britain, including whether CE or UKCA is appropriate. Check importer identification and agree product-specific small-parts and chemical checks through testing and certification.

For magnetic sliders and spinners, include magnet retention in the sample review and test brief. OPSS warns that ingested magnets can cause serious internal injury. Agree checks for accessible magnets, detachable bearing caps and broken housings rather than judging the product only by its movement.

Worked duty example

Illustrative example, not a quote: 400 plastic fidget toys, illustrative order only under 9503 00 95 90, invoiced at £3,000 free on board, with £1,300 of freight and insurance to the UK. The customs value is £4,300. Duty at 4% is £172. Import VAT at 20% is charged on the customs value plus duty, £4,472, so it is £894.40. Import taxes total £1,066.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £172 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Mechanism: operate sampled spinners, buttons, hinges and popping domes; compare movement, resistance, noise and recovery with the approved sample.

Construction: inspect bearing caps, housing joints, magnet retention and edges; squeeze or stretch relevant samples and look for splitting, leaking filling or loose components.

Materials and finish: compare colour, firmness, surface tack, coating adhesion and cleanliness with the agreed specification; record odours or visible contamination for investigation.

Labels and arrival: match importer details, conformity marking and documents to the actual design; check mixed-set contents, crushed packs and damp cartons using the quality inspection guide.

What goes wrong

A substituted bearing can make a spinner bind, while a loose centre cap exposes a detachable component. Thin squeeze-toy skins can split around seams, popping domes can stay inverted, and soft surfaces can arrive tacky. Check these failure points against the approved sample before dispatch and again on arrival.

A report for a different housing, filling, colour formulation or magnet arrangement may not describe the delivered product. Compare the material list, photographs and model identification with production samples. Hold changed or damaged stock for review before distribution, and obtain approval for substitutions before the factory uses them.

  1. Ask for age-appropriate small-parts and airway obstruction testing where relevant.
  2. Review detachable parts and mouth-contact features on a finished sample.
  3. Ask for batch records of attachment-strength and small-parts checks.
