Duty depends on the complete play mat
Read from the UK Trade Tariff on 4 December 2026, heading 9503 covers toys, including relevant baby activity play mats. The table gives candidate classifications for complete mats and separately imported stuffed attachments, not interchangeable codes. The selected lines carry 0% to 4% duty for goods from China, with no anti-dumping or countervailing duty recorded. The plastic-toy line has a suspension restricted to cable car scale models for printing; it does not cover baby mats.
The tariff attaches cat and dog fur import controls to the selected lines except the toy-set line. Imports and exports of that fur and products made from it are banned. The other-materials line also attaches CITES controls: check permit requirements for any protected-species material with your customs broker. All selected lines attach cultural-goods export licensing entries; confirm their relevance before onward export.
Confirm the commodity code from the materials, play functions, arches, attachments and retail presentation. A separately imported stuffed toy need not share the complete mat's code. See the plush toy guide for related products within this heading, and the import duty and VAT guide when budgeting.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other toy sets, where applicable to the complete activity mat | 9503 00 70 00 | 4% | None |
| Other plastic toys, where applicable to the activity mat | 9503 00 95 90 | 4% | None |
| Other toys of other materials, where applicable to the activity mat | 9503 00 99 90 | 0% | None |
| Stuffed animal play attachments imported separately | 9503 00 41 00 | 4% | None |
Specify the mat, arches and hanging toys
Specify the intended age group, mat dimensions, fabric composition, padding, backing, seam construction and cleaning method. Describe arch materials, end caps, sockets, retaining straps and every hanging toy. Include mirrors, rattles, crinkle inserts and any sound module in the approved sample. Agree how the mat folds and how the arches are packed.
For sale in Great Britain, check the manufacturer's conformity assessment, declaration of conformity, technical documentation and applicable CE or UKCA marking. Match the evidence to the complete supplied design and confirm importer identification. Agree checks for small parts, chemicals, seams and attachments through testing and certification.
Approve a complete assembled sample and repeat the stated cleaning method before confirming the design. Compare shape, colour transfer, seam condition and attachment security afterwards. Require approval before changes to fabrics, padding, plastics, fasteners or included toys.
Worked duty example
Illustrative example, not a quote: 400 baby activity play mat sets, illustrative order only under 9503 00 70 00, invoiced at £3,000 free on board, with £1,300 of freight and insurance to the UK. The customs value is £4,300. Duty at 4% is £172. Import VAT at 20% is charged on the customs value plus duty, £4,472, so it is £894.40. Import taxes total £1,066.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £172 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Mat and seams: compare dimensions, padding distribution, backing and stitching with the approved sample; check exposed filling, loose threads and surface damage.
Arches and fixings: assemble the frame, check socket engagement, end-cap security, exposed foam and damage caused by folding or packing.
Hanging toys: check attachment points, loose components, cracked rings, mirror edges and correspondence with the approved contents list.
Labels and arrival: match importer details, conformity marking and documents to the actual design; inspect damp cartons, missing parts and permanent packing distortion. Agree checks using the quality inspection guide.

What goes wrong
Arch ends can expose foam, retaining straps can pull away from the mat, and hanging toys can differ from those in the approved sample. An official safety report on Babysit activity gyms and play mats identified arch-end foam that came apart with minimal force and presented a choking hazard.
Check production and arrival samples against the approved assembled mat. Look for compressed padding, distorted arches, weak seams and colour transfer after cleaning. Hold goods with loose attachments or exposed filling for review before distribution, and recheck supporting documents whenever materials or construction change.
