Sourcing pneumatic rotary actuators from China
Pneumatic rotary actuators from China generally carry 4% UK duty; qualifying separately imported parts carry 0%, giving a 0% to 4% range. If supplied as partly completed machinery, they should come with assembly instructions and a declaration of incorporation. Cambridge China Bridge sources pneumatic rotary actuators.

Duty on rotary actuators and their parts
Heading 8412 covers other engines and motors. Pneumatic rotary actuators fall within the non-linear pneumatic category, generally under 8412 39 00 90. The table shows product variants sharing that code and a separate parts line; these are not distinct tariff subdivisions. See the wider guide to hydraulic and pneumatic cylinders.
Read from the UK Trade Tariff on 30 September 2026, other pneumatic engines and motors carried 4% duty on goods from China, while other parts carried 0%. The supplied records attach no anti-dumping or countervailing duty, suspension or import control to these selected codes. The suspension for the specifically described turbocharger actuator does not apply to ordinary rotary actuators.
Confirm the commodity code using the operating principle, drawings and whether the shipment contains complete actuators or separately supplied parts. Do not assume that valves, switches or seal kits share the actuator code. The import duty and VAT guide explains the calculation method.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Double-acting pneumatic rotary actuators | 8412 39 00 90 | 4% | None |
| Other parts of pneumatic rotary actuators, subject to classification | 8412 90 70 90 | 0% | None |
Specify torque throughout the rotation
Specify double-acting or spring-return operation, rack-and-pinion or vane construction, rotation angle, direction and adjustable stops. Ask for torque curves at your available air pressure, including starting and ending torque. For valve service, compare these with the valve's breakaway, running and seating torque rather than selecting by actuator size alone.
Agree mounting-hole positions, output-shaft dimensions, coupling engagement, port threads, seal material, operating temperature and air-quality needs. For spring-return units, specify the position required when air is lost. Confirm the documentation route for the actual assembly: partly completed machinery should be accompanied by assembly instructions and a declaration of incorporation.
Worked duty example
Illustrative example, not a quote: Illustrative batch of double-acting pneumatic rotary actuators under 8412 39 00 90, invoiced at £4,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £5,000. Duty at 4% is £200. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. Import taxes total £1,240; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £200 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fit: measure mounting holes, shaft profile, coupling depth and port threads against the approved drawings; trial-fit the intended bracket and valve.
Performance: test rotation, stop adjustment and output torque at the agreed air pressure under load; check external leakage and internal air bypass.
Spring return: verify rotation direction and final position when the air supply is removed; compare spring configuration with the approved sample.
Condition and documents: check coating, fasteners, plugged ports, model identification and batch test records. Include the agreed machinery documents in the quality inspection.

What goes wrong
An actuator can turn freely on the bench yet stall on the valve because the quoted torque assumes more air pressure than the site provides. A spring-return unit can reach the wrong final position if its assembly direction differs from the order. Check the complete operating sequence with the intended load.
Incorrect couplings can leave too little shaft engagement, while mounting misalignment loads the shaft sideways. Seal substitution can cause leakage or sticking, and machining debris can damage seals. Record acceptance limits in the purchase specification and retain an approved sample for comparison.

Frequently asked questions
What is the UK import duty on pneumatic rotary actuators from China?
The supplied tariff records show 4% for other pneumatic engines and motors under 8412 39 00 90 and 0% for other parts under 8412 90 70 90, with no listed trade remedy on either line.
What should I specify for a spring-return actuator?
Specify the required position after loss of air, rotation direction, spring configuration and torque throughout travel at the available air pressure. Check it with the intended valve or load.
What documents should accompany partly completed machinery?
HSE says partly completed machinery should be accompanied by assembly instructions and a declaration of incorporation. Confirm whether that category applies to the supplied actuator assembly.
How do I check that a Chinese actuator fits my valve?
Compare mounting holes, shaft profile, coupling engagement and bracket clearance with drawings. Trial-fit a sample and test the valve's complete operating sequence at your available air pressure.
