Sourcing hydraulic rotary actuators from China
Relevant UK duty rates for hydraulic rotary actuators and their parts from China range from 0% to 4%; complete non-linear hydraulic units carry 4%. If supplied as partly completed machinery, they must come with assembly instructions and a declaration of incorporation. Cambridge China Bridge sources hydraulic rotary actuators.

Duty on actuators and hydraulic parts
Heading 8412 covers other engines and motors. Hydraulic rotary actuators produce rotary movement rather than the straight stroke of a hydraulic cylinder. The table shows relevant non-linear hydraulic categories and hydraulic parts, rather than a definitive classification for every actuator.
Read from the UK Trade Tariff on 30 September 2026, the selected complete hydraulic categories carried 4% duty on goods from China, while hydraulic engine and motor parts carried 0%. These lines had no anti-dumping or countervailing measure, tariff suspension or attached import control. The suspension for a specified pneumatic turbocharger actuator elsewhere in this heading does not cover hydraulic rotary actuators.
Confirm the commodity code using the operating principle, assembly drawing and whether the shipment contains complete actuators or separate parts. For the air-powered alternative within this heading, see pneumatic rotary actuators.

Specify torque, rotation and load support
State whether the mechanism is helical, vane or rack-and-pinion. Specify rotation angle, output torque at the agreed working pressure, operating speed, reversal frequency and acceptable backlash. Give the hydraulic fluid, seal compound, temperature range and port threads. Ask whether quoted torque is starting torque or running torque.
Supply a drawing of the mounting flange, bolt pattern, output shaft or spline and its orientation at the end positions. Define radial and axial loads, external bearing support, end stops and cushioning. Agree a loaded sample test rather than accepting an unloaded rotation demonstration.
Ask the supplier and machine builder to establish the product's machinery status. If supplied as partly completed machinery, it must be accompanied by assembly instructions and a declaration of incorporation. Arrange testing and certification around the actual configuration and intended application.
Worked duty example
Illustrative example, not a quote: 40 hydraulic rotary actuators, illustrative only under 8412 29 89 90, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 4% is £1,280. Import VAT at 20% is charged on the customs value plus duty, £33,280, so it is £6,656. Import taxes total £7,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,280 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fit: measure mounting holes, shaft or spline dimensions, port threads and end-position orientation against the approved drawing.
Performance: test rotation in both directions under the agreed load and pressure; record output torque, travel, backlash and end-stop behaviour.
Leakage: check external leaks and internal bypass at agreed pressure and temperature; measure angular drift under load with the agreed valve arrangement.
Arrival: check model and batch identification, test records, plugged ports, corrosion protection and shaft restraint. Compare delivered units with the approved sample and inspection plan.

What goes wrong
An actuator can turn freely on the bench yet stall under load because the quoted torque assumes a different pressure or overlooks starting friction. The wrong shaft orientation or spline prevents installation. Excessive backlash makes positioning inconsistent, while poorly adjusted end stops cause impact at the end of travel.
Seal incompatibility and machining debris can cause leakage, wear and angular drift. Do not assume drift comes from the actuator alone: test the holding-valve arrangement as well. Agree leakage, drift and backlash acceptance criteria before production, and retain the loaded sample results for comparison.

Frequently asked questions
What is the UK import duty on hydraulic rotary actuators from China?
The selected non-linear hydraulic categories carry 4%; hydraulic engine and motor parts carry 0%. No trade remedy or suspension is recorded for these lines. Confirm the code for the actual unit.
What torque should I ask the factory to quote?
Ask for starting and running torque at your working pressure, with the rotation angle, speed and load stated. Test a sample under the intended load.
Does a hydraulic rotary actuator need machinery documents?
Establish its machinery status for the supplied configuration. If sold as partly completed machinery, it must come with assembly instructions and a declaration of incorporation.
How do I check whether an actuator will hold its position?
Measure angular drift under the agreed load, pressure and temperature using the intended holding-valve arrangement. Check internal leakage and valve leakage separately.
