Duty on hydraulic motors and parts

Heading 8412 covers other engines and motors. This guide focuses on rotary hydraulic motors and their parts. Hydraulic fluid power motors have their own line; hydraulic systems and other hydraulic power engines need separate classification. Hydraulic pumps and valves belong in other headings.

Read from the UK Trade Tariff on 17 October 2026, the selected non-linear hydraulic systems and motor lines carried 4% duty on goods from China, while the selected hydraulic parts line carried 0%. The supplied records show no anti-dumping or countervailing duty, tariff suspension or attached import control for these lines.

Displacement, torque and installation fit

Specify the motor design, displacement, required starting and running torque, speed range, continuous and intermittent pressure, flow, oil viscosity and operating temperature. State rotation direction, reversibility, shaft geometry, mounting flange, port threads, case-drain arrangement and permitted shaft loads. Obtain a dimensioned drawing and performance curves for the exact model.

Agree whether the supply is a component, a drive assembly or a complete machine. For Great Britain, where it qualifies as partly completed machinery, assembly instructions and a declaration of incorporation must accompany it until incorporation. Ask the supplier to explain the proposed status before choosing documents or markings.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 hydraulic motors under 8412 29 81 90, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 4% is £1,280. Import VAT at 20% is charged on the customs value plus duty, £33,280, so it is £6,656. Import taxes total £7,936; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,280 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and fit: match the model and drawing; measure the shaft, flange, bolt positions and port threads, and check the case-drain connection.

Performance: record starting behaviour, torque and speed at agreed flow, pressure and oil temperature, including reverse operation where specified.

Leakage and seals: check external leakage, case-drain flow and seal material against the agreed limits; inspect the shaft seal after running.

Cleanliness and packing: inspect plugged ports, protected shafts and secure supports; match test records to the delivered batch. Agree these checks before quality inspection.

What goes wrong

A motor may fit the mounting flange yet have the wrong displacement, shaft spline or drain arrangement. Poor starting torque can leave a loaded mechanism stalled, while excessive internal leakage reduces useful output and heats the oil. Compare performance under the intended load rather than accepting an unloaded rotation demonstration.

Blocked drains, unsuitable seals and machining debris can cause leakage or early wear. Record the required oil, flushing procedure and drain routing in the purchase specification. Check replacement seal availability and request investigation of failed samples before accepting a substitute model.
