Duty and classification for bellows actuators

Read from the UK Trade Tariff on 30 September 2026, heading 8412 covers other engines and motors. Its general pneumatic power lines carry 4% duty on goods from China, while other parts carry 0%. The supplied snapshot records no anti-dumping or countervailing duty, suspension or attached import control on those lines.

The tariff descriptions do not name bellows actuators separately. Treat the table as classification candidates: the bellows constructions share a candidate line, while the cylinder line is relevant only where the assembly fits that description. Do not assume that a loose rubber bellows qualifies as an engine or motor part. The separate turbocharger-actuator suspension is product-specific and should not be applied to ordinary industrial bellows actuators.

Send the construction drawing, operating description and list of supplied components to your customs broker to confirm the commodity code. For the wider heading, see hydraulic and pneumatic cylinders.

Specify force, stroke and the bellows envelope

Specify the rubber compound and reinforcement, end-plate material, mounting pattern, air-port thread, compressed and extended height, and clearance around the inflated bellows. State working pressure, temperature, load direction and exposure to oil, cleaning chemicals or outdoor conditions. Ask for force-versus-height data at the intended operating pressure rather than accepting a force figure without a working height.

Agree how the actuator returns after venting, how external guidance prevents side loading, and where travel stops sit. Establish whether the supplied item is a component or partly completed machinery. If supplied as partly completed machinery, it must be accompanied by a Declaration of Incorporation and assembly instructions.

Assess pressure-equipment scope for the exact construction and supplied assembly. The Pressure Equipment (Safety) Regulations cover pressure equipment above 0.5 bar maximum allowable pressure, subject to exclusions. If the product falls within scope and is placed on the Great Britain market, the importer must ensure it comes with understandable English instructions.

Worked duty example

Illustrative example, not a quote: 40 pneumatic bellows actuators, illustrative order with classification assumed under 8412 39 00 90, invoiced at £4,000 free on board, with £400 of freight and insurance to the UK. The customs value is £4,400. Duty at 4% is £176. Import VAT at 20% is charged on the customs value plus duty, £4,576, so it is £915.20. Import taxes total £1,091.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £176 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: check mounting centres, port threads, end-plate alignment and the compressed and extended envelope against the approved drawing.

Bellows: inspect folds, bead seating and reinforcement for cuts, exposed fabric, uneven moulding or separation; compare the compound identification with the approved sample.

Performance: use an agreed guarded test fixture to check leakage, force at specified working heights, return after venting and repeatability through the intended stroke.

Records and packing: match model and batch identification to drawings and test records, check the documents agreed for the supply category, and inspect arriving cartons for crushed bellows or damaged ports. Define these checks in the inspection brief.

What goes wrong

A bellows may fit the mounting holes but foul nearby parts as its diameter grows. A force figure taken at a different height can leave the mechanism unable to complete its stroke. Missing return force, side loading or excessive extension can distort the bellows and damage its attachment to the end plates.

Check for leakage at the bead and air connection, rubbing between folds, and cracking or swelling after exposure to the intended environment. Resolve material substitutions and changes to the operating envelope before approving production. Keep the approved drawing, sample and test method together so arrival checks compare like with like.

Frequently asked questions

What is the UK import duty on pneumatic bellows actuators from China?

The supplied tariff snapshot gives 4% for the general pneumatic power lines and 0% for qualifying other parts. Confirm the exact classification; bellows actuators are not named separately.

Do pneumatic bellows actuators need CE or UKCA marking?

Establish the supply category and applicable rules first. HSE identifies components without conformity marking where no specific product legislation applies. Partly completed machinery needs incorporation documents.

What should I specify when ordering a replacement bellows actuator?

Provide mounting and port drawings, working heights, force through the stroke, pressure, rubber compound, environmental exposure, return arrangement and clearance around the inflated bellows.

How should I test pneumatic bellows actuators before shipment?

Agree a guarded fixture and acceptance criteria for leakage, force at working heights, travel and return after venting. Check the bellows, mounting dimensions and batch records against the approved sample.
