Sourcing picnic cooler bags from China

Soft-sided picnic cooler bags from China attract UK duty ranging from 2% to 8% across the selected lines, depending on their outer surface. Confirm the applicable safety requirements for consumer bags sold in Great Britain with the relevant authority. Specify the liner, insulation and intended food contact before approving samples. Cambridge China Bridge sources soft-sided picnic cooler bags.

UK duty on soft-sided picnic cooler bags

Read from the UK Trade Tariff on 29 September 2026, heading 4202 includes insulated food or beverage bags. For soft-sided picnic cooler bags, the selected textile outer-surface lines carry 2% duty on goods from China; plastic sheeting carries 8%. The selected other-material line carries 2%, but needs particular care over classification. These lines show no anti-dumping or countervailing duty and no suspensions.

The selected textile lines carry a CITES import control. Where listed species are involved, official guidance requires permits for species in the relevant annexes. Confirm the material and applicable documents with your customs broker before ordering from China. The selected plastic-sheeting and other-material lines show no attached import controls in the supplied tariff extract.

Send your broker the outer fabric specification, coating details, construction photographs and a sample to confirm the commodity code. Do not classify by the foil-look liner alone. For the wider insulated-bag family, see insulated food delivery bags.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 29 September 2026.

Specify the liner, insulation and picnic load

Write down usable internal dimensions, the packed containers the bag must hold, outer fabric and coating, insulation material and thickness, liner composition, seam construction, zip opening and handle reinforcement. Approve a sample loaded with your intended picnic contents, including ice packs. Decide whether the liner is intended to touch unpackaged food or only sealed containers.

For direct food contact, ask a testing laboratory to identify suitable material checks and request reports matching the actual liner and intended use. Confirm with the relevant authority which product safety requirements apply to consumer bags sold in Great Britain. Ask for cooling tests with recorded starting temperatures, ambient conditions, contents, ice packs and opening frequency before agreeing any cooling claim.

Worked duty example

Illustrative example, not a quote: 100 textile-surfaced soft-sided picnic cooler bags; illustrative order only under 4202 92 98 90, invoiced at £4,200 free on board, with £350 of freight and insurance to the UK. The customs value is £4,550. Duty at 2% is £91. Import VAT at 20% is charged on the customs value plus duty, £4,641, so it is £928.20. Import taxes total £1,019.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £91 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Materials: compare bulk outer fabric, insulation and liner with the retained sample; look for thinner foam, liner pinholes, peeling and persistent odour.

Construction: check zip operation around corners, handle stitching and shoulder-strap anchors under the agreed load; inspect liner seams for exposed stitching or gaps.

Performance: repeat the agreed cooling test and, if leak resistance was specified, the agreed leakage check; record conditions and results.

Arrival: open cartons and check dampness, mould, crushed insulation, loose fittings, labels and cleaning instructions; retain defect photographs. Use the quality inspection guide to plan checks before shipment.

What goes wrong

A foil-look liner does not establish cooling performance or leak resistance. Thin insulation, gaps around the lid and stitched liner seams can undermine the approved design. A bag that performs with a full frozen load may give different results with a lightly packed picnic.

Other failures include handle seams tearing under load, zips catching the liner, coating cracking at folds and insulation staying compressed after shipping. Keep the approved construction sample and test method with the order, then compare production and arrival samples against them.

Frequently asked questions

What is the UK import duty on picnic cooler bags from China?

The selected lines carry 2% for textile outer surfaces and 8% for plastic sheeting. The selected other-material line is 2%, subject to classification. No trade remedies or suspensions appear on these lines.

Does a shiny liner make a cooler bag plastic for customs?

Do not decide from the liner alone. Confirm the outer surface and construction with your broker using the fabric specification, coating details and a sample.

Can the liner touch unpackaged food?

Specify that intended use before sampling. Ask a testing laboratory for suitable checks and reports covering the actual liner, food types and conditions of use.

How do I check a supplier's cooling claim?

Agree a repeatable test covering ambient conditions, starting temperatures, contents, ice packs and opening frequency. Compare the approved sample with production bags under the same conditions.
