Solar cable duty and classification

Heading 8544 covers insulated electrical conductors, including photovoltaic cable supplied on drums or fitted with connectors. Voltage, connector fitment and individual conductor wire diameter affect classification. The selected rows are possible classifications, rather than a single code for everything sold as solar cable.

Read from the UK Trade Tariff on 7 October 2026, the selected lines carry 2% duty for goods from China, with no anti-dumping or countervailing measures or attached import controls recorded. Suspensions on 8544 42 90 90 cover a narrowly described cable or offshore wind cable manufacture; the suspension on 8544 60 10 90 is for offshore wind cable manufacture under authorised use. These are not general solar cable reliefs.

Specify the conductor, sheath and solar connection

Specify conductor material and plating, cross-section, strand construction, insulation and sheath compounds, outer diameter and drum length. State the intended outdoor exposure, routing and installation method. Ask for test evidence supporting the claimed resistance to sunlight, moisture and temperature, linked to the exact cable construction.

For terminated leads, name the connector manufacturer and part number, mating connector, cable diameter range, polarity and crimp tooling. Approve a sample against the drawing and retain it for comparison. A connector that looks similar is not evidence that it matches the specified mating system.

Cable designed for direct current between 75 and 1,500 volts falls within the Electrical Equipment (Safety) Regulations 2016. For sale in Great Britain, confirm with the relevant authority the requirements for technical documentation, a declaration of conformity and CE or UKCA marking. For power cable intended for permanent installation in buildings, also confirm whether a construction-product declaration of performance stating its reaction-to-fire class is required. Match this to the intended installation.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5,000 metres of photovoltaic copper cable on drums under 8544 60 10 90, invoiced at £16,000 free on board, with £1,100 of freight and insurance to the UK. The customs value is £17,100. Duty at 2% is £342. Import VAT at 20% is charged on the customs value plus duty, £17,442, so it is £3,488.40. Import taxes total £3,830.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £342 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Conductor: strip bulk samples, check the material beneath any plating, measure strands and compare conductor resistance with the agreed specification.

Sheath: measure insulation and sheath thickness, inspect for cuts or uneven extrusion, and match printed identification and ratings to the approved sample and reports.

Terminations: check connector part numbers, polarity, crimp pull results, continuity and seal assembly against the approved drawing.

Drums and documents: check measured length, drum condition and batch identity on arrival. Match conformity documents to the supplied model and check the required English instructions. Use quality inspection to plan the checks.

What goes wrong

Copper-clad aluminium or undersized conductors can be supplied against a copper specification. Sheath markings alone do not establish conductor material or size. Check bulk samples and resistance results before accepting the batch, and keep disputed stock identifiable.
