Sourcing petrol water-pump engines from China

Petrol water-pump engines imported separately from China generally carry 2% to 4% UK duty under heading 8407. For new pumps within the non-road mobile machinery rules, confirm the applicable emission type-approval and marking requirements with the Vehicle Certification Agency. Check shaft fit and power at the pump's operating speed. Cambridge China Bridge sources petrol water-pump engines.

Duty depends on engine capacity and power

Heading 8407 covers spark-ignition piston engines. This guide concerns petrol engines supplied separately to drive water pumps. For an assembled pumping unit, use the water pumps guide and confirm its classification separately. The petrol generator engines guide covers related industrial engine applications.

Read from the UK Trade Tariff on 1 October 2026, ordinary pump-engine lines carried 2% for cylinder capacity not exceeding 250 cm³ and 4% above that capacity, split by power. The selected lines have no listed anti-dumping or countervailing duty, suspension or import control. The specialised garden-machinery power-unit line applies only when every listed specification and intended-use condition matches. Suspensions elsewhere for specified garden equipment and lawnmowers should not be assumed to cover water-pump engines.

Give your broker the displacement, rated power, intended application and details of what is shipped. Confirm the commodity code before ordering. A supplier's description of a general-purpose engine does not establish its tariff classification.

Specify the pump coupling and loaded engine output

Specify cylinder capacity, continuous output at the pump's operating speed, governor setting, starting method, fuel tank, air filter and exhaust arrangement. Attach a drawing showing shaft diameter, usable length, keyway or taper, end thread, rotation direction and mounting holes. Agree the coupling, service access and spare parts against the approved sample.

For new transportable pumps within the non-road mobile machinery rules, confirm the applicable emission type-approval and marking requirements with the Vehicle Certification Agency. Ask for any applicable approval certificate and match it to the delivered engine. Where the engine is supplied as partly completed machinery, assembly instructions and a declaration of incorporation must accompany it. Check these documents before shipment through testing and certification support.

Worked duty example

Illustrative example, not a quote: 40 petrol water-pump engines; illustrative order, not a quotation under 8407 90 10 90, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 2% is £184. Import VAT at 20% is charged on the customs value plus duty, £9,384, so it is £1,876.80. Import taxes total £2,060.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £184 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match the model and approval markings to the approval documents and agreed specification. Check the English instructions and, where applicable, the declaration of incorporation.

Shaft and mounting: measure the shaft, keyway or taper, end thread and mounting pattern against the drawing. Trial-fit the coupling and check alignment.

Loaded operation: test with the intended pump or an agreed equivalent load. Record operating speed, governor response, starting behaviour and vibration. Check hot restarting and inspect for fuel and oil leaks after running.

Arrival condition: check damaged cooling fins, bent shafts, loose fasteners, fuel-system contamination and missing accessories. Compare the delivered parts with the packing list and retain inspection records. See quality inspection.

What goes wrong

An engine can start easily on a bench yet lose speed under pump load. A mismatched shaft, rotation direction or mounting pattern can prevent installation. Supplier substitutions in the carburettor, governor, starter or exhaust can also change the agreed performance. Approve the complete configuration and repeat the loaded test on shipment samples.

Approval paperwork for another engine model leaves the buyer unable to match the documents to the goods. Keep document checks separate from mechanical acceptance, and resolve mismatches before shipment. Agree whether the order is an engine for incorporation or a complete pump so the supplier provides the appropriate paperwork.

Frequently asked questions

What is the UK import duty on petrol water-pump engines from China?

Ordinary separately imported engines carry 2% at cylinder capacity not exceeding 250 cm³ and 4% above it. The selected lines have no listed anti-dumping or countervailing duty.

Do petrol pump engines need emission approval?

Match any applicable approval certificate to the engine before ordering.

What shaft details should I send the factory?

Send a drawing with shaft diameter, usable length, keyway or taper, end thread, rotation direction and mounting holes. Confirm the coupling and trial-fit a sample.

What paperwork comes with an engine for incorporation?

Where supplied as partly completed machinery, it must come with assembly instructions and a declaration of incorporation. Also check the engine's emission approval documents and English instructions.
