UK duty on PA horn speakers

Heading 8518 covers loudspeakers, amplifiers and other audio equipment. For PA horn speakers, distinguish an enclosed single loudspeaker, multiple loudspeakers in the same enclosure, an unenclosed driver and a separately supplied part. Read from the UK Trade Tariff on 29 September 2026, all the listed lines carried 0% duty for goods from China. The supplied tariff records show no anti-dumping or countervailing duties, suspensions or attached import controls for these lines. Zero duty does not remove import VAT; see UK import duty and VAT.

Confirm the commodity code using the finished product's enclosure, driver arrangement and supplied components. Give the customs broker photographs and a technical datasheet rather than relying on the factory's description of a broadcast speaker.

Specify the horn and amplifier connection

State whether the horn connects through a line transformer or directly as a low-impedance load. Specify rated input voltage, transformer taps, impedance, continuous power rating, speech frequency response and coverage angle. Ask for measured performance with the test conditions stated, and approve a sample using the intended amplifier.

For outdoor installations, specify enclosure material, finish, cable entry, seals, drainage, bracket adjustment and corrosion resistance. Agree the environmental test evidence and acceptance criteria. A weatherproof claim should cover the assembled horn, including its terminals and cable entry.

For Great Britain, electrical equipment designed or adapted for alternating-current operation between 50 and 1,000 volts falls within the Electrical Equipment (Safety) Regulations 2016, subject to exclusions. For equipment in scope, check technical documentation, a declaration of conformity, CE or UKCA marking and importer identification. Electrical goods also bring WEEE obligations, including annual producer registration. Confirm the applicable requirements through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative batch of enclosed PA horn speakers for a trade stock order under 8518 21 00 00, invoiced at £10,000 free on board, with £1,000 of freight and insurance to the UK. The customs value is £11,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £11,000, so it is £2,200. Inspection checklist

Connection: check transformer tap labels, terminal polarity, wiring and impedance against the approved specification. Play speech through production samples using the intended amplifier.

Sound: check intelligibility, rattles, distortion and output consistency against the approved sample under matching test conditions.

Housing: inspect seals, cable entries, bracket locking, fasteners and finish. Check packaging supports the horn mouth and prevents bracket damage.

Documents: match the model and electrical ratings to the reports and declaration. Under hazardous-substance rules, individual products must show the importer's name or trademark and a contactable address on the product or packaging.

What goes wrong

A substituted transformer or driver can change the load seen by the amplifier and reduce speech clarity. Agree the component specification and require approval before substitutions. Incorrect tap labels can also defeat an otherwise correct installation.

Outdoor failures can start at a cable entry or loose bracket rather than the horn body. Inspect the assembled unit and repeat the agreed checks on arrival. If the installation is intended for emergency announcements, give the supplier the project specification before selecting a model; a general PA sample is not evidence of suitability.
