Sourcing moulded firefighter boots from China

Moulded rubber firefighter boots from China carry a flat 16% UK duty across the relevant heading 6401 lines. Firefighter boots are protective equipment: check conformity assessment, marking and documents for the intended protection before sale in Great Britain. Firefighter boot classification and duty

Heading 6401 covers waterproof footwear with rubber or plastic soles and uppers, whose uppers are neither attached to the sole nor assembled by stitching, riveting, nailing, screwing, plugging or similar processes. This guide concerns moulded rubber firefighter boots. A protective metal toecap points to 6401 10 00 00; the other table rows describe classification alternatives, not evidence of firefighting suitability.

Read from the UK Trade Tariff on 1 October 2026, all the supplied lines carried 16% duty for goods from China. No anti-dumping or countervailing duty, suspensions or attached import controls were listed in the supplied tariff record. Protective-equipment requirements still apply when these boots are placed on the Great Britain market.

Send your customs broker the sole and upper materials, manufacturing method, shaft coverage and toecap material to confirm the commodity code. Describe a composite toecap explicitly rather than calling it a steel toe. See wellington and rubber boots for the wider heading.

Specify firefighting protection and rubber construction

State the intended firefighting tasks and exposures before choosing a model. Specify the rubber compound, shaft height, lining, pull handles, sole tread, toecap material and penetration-resistant insert where requested. Agree fitting samples with the socks and protective trousers that users will wear. Record instep clearance, heel retention, calf opening and ease of pulling the boots on.

PPE conformity assessment follows its risk category. Obtain the type-examination certificate, declaration of conformity and reports for the exact boot construction. Ask the assessment body to confirm the protection covered, including heat, flame, slip and penetration claims. Arrange testing and certification around the intended use; treat a generic safety-footwear report as insufficient purchasing evidence for firefighting claims.

For new PPE placed on the Great Britain market, check the applicable CE or UKCA marking, declaration of conformity and English instructions. CE recognition continues indefinitely in Great Britain. Match the chosen marking route to the documents. Agree chemical testing for rubber components against applicable UK REACH restrictions, including those concerning prolonged skin contact.

Worked duty example

Illustrative example, not a quote: Illustrative mixed-size trial order of moulded rubber firefighter boots with metal toecaps; values are illustrative, not a quotation under 6401 10 00 00, invoiced at £3,000 free on board, with £135 of freight and insurance to the UK. The customs value is £3,135. Duty at 16% is £501.60. Import VAT at 20% is charged on the customs value plus duty, £3,636.60, so it is £727.32. Import taxes total £1,228.92; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £501.60 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Documents: match the model, rubber compound, sole, lining and protective inserts to the certificate and reports; check marking, declaration of conformity and English instructions.

Shell and sole: water-test sampled pairs across the size run; examine mould seams, thin spots, sole bonding and forefoot cracking. Send heat and flame performance checks to the agreed laboratory.

Fit and handling: compare foot length, calf opening and heel retention with approved samples; check toecap clearance, lining wrinkles and pull-handle attachment.

Arrival and packing: check paired sizes, tread consistency, damaged shafts, damp cartons and loose linings; compare chemical reports with the supplied materials.

What goes wrong

A factory may offer a rubber safety boot with a certificate that does not cover the firefighting protection requested. A changed compound, lining or sole can also leave the delivered construction different from the tested sample. Compare documents and production samples together before accepting the batch.

Thin mould seams can leak, the forefoot can crack and linings can lift inside the shaft. Poor grading can create tight insteps or heel movement despite matching printed sizes. Inspect arrivals against the agreed sample and record defects using the quality inspection guide.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.

Frequently asked questions

What is the UK import duty on rubber firefighter boots from China?

The supplied heading 6401 lines carry 16% duty for goods from China, read on 1 October 2026, with no listed anti-dumping or countervailing duty, suspensions or attached import controls.

Can I accept an ordinary safety-boot certificate for firefighter boots?

Ask the assessment body to confirm that the certificate and reports cover the intended firefighting protection and exact construction. Do not accept a generic safety-footwear report as your purchasing evidence for heat and flame claims.

Do firefighter boots need CE or UKCA marking?

New PPE placed on the Great Britain market generally needs CE or UKCA marking, a declaration of conformity and English instructions. Check the applicable assessment route and matching documents.

Does a composite toecap use the metal-toecap commodity code?

6401 10 00 00 describes a protective metal toecap. For a composite toecap, ask your broker to classify the boot using its materials, construction and shaft coverage.
