Sourcing moulded waterproof snow boots from China

Moulded waterproof snow boots from China carry a flat 16% UK duty across the selected lines. Heading 6401 depends on rubber or plastic uppers and soles and their construction, rather than the snow-boot name. Footwear needs composition labels. Cambridge China Bridge sources moulded waterproof snow boots.

Flat UK duty on moulded waterproof snow boots

Heading 6401 covers waterproof footwear with rubber or plastic outer soles and uppers, where the uppers are neither fixed to the sole nor assembled by stitching, riveting, nailing, screwing, plugging or similar processes. This guide focuses on moulded waterproof snow boots. A waterproof lower shell alone does not establish that a boot with a stitched textile upper belongs here. See the wider wellington and rubber boots guide.

Read from the UK Trade Tariff on 1 October 2026, all selected lines carried 16% duty for goods from China. The supplied records list no anti-dumping or countervailing duty, suspensions or attached import controls. The rate is flat across these lines; upper material, coverage and a protective metal toecap still affect the code.

Send your customs broker photographs, shell and sole materials, assembly details, boot height and any protective toecap specification. Confirm the commodity code for the actual design before ordering. Keep the shell construction separate from the removable liner description.

Specify the winter shell, liner and fit

Agree the rubber or plastic compound, shell thickness, mould finish, tread pattern and flexibility after cold conditioning. Define the water-test method and the area claimed to be waterproof. Set the conditioning temperature and flex procedure with the laboratory rather than accepting a winter-use claim without supporting results.

Specify whether the insulating liner is removable, its material and fastening, and whether replacement liners must fit the same shell. Approve internal length, width, instep clearance and calf opening with the liner fitted and the intended socks worn. Check that the liner stays seated when the wearer removes the boot.

General product safety rules aim to ensure that only safe consumer products are supplied in Great Britain. Confirm with the relevant authority which footwear composition labels are required for the upper, lining and sock, and outer sole materials. REACH restrictions can limit or prohibit substances in articles. Ask a laboratory to assess the actual shell, liner and trims, including applicable phthalate and polycyclic aromatic hydrocarbon restrictions, through testing and certification.

Worked duty example

Illustrative example, not a quote: Illustrative order: 200 pairs of moulded plastic-upper snow boots under 6401 92 90 00, invoiced at £2,500 free on board, with £200 of freight and insurance to the UK. The customs value is £2,700. Duty at 16% is £432. Import VAT at 20% is charged on the customs value plus duty, £3,132, so it is £626.40. Import taxes total £1,058.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £432 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Waterproof shell: water-test samples across sizes, checking mould seams, thin areas and the sole junction. Remove the liner afterwards and look for moisture inside the shell.

Cold flexibility and tread: compare cold-conditioned samples with the agreed specification, flex the forefoot and inspect for cracks. Check tread formation and request grip results supporting the intended winter use.

Liner and sizing: measure the usable interior with the liner installed, check matched pairs and try removal and reinsertion. Inspect liner bonding, seams and attachment points for bunching or separation.

Labels and materials: check composition labels against the shell, lining, insole and sole actually supplied. Match chemical reports to the bulk materials and check that cartons preserve the boot shape.

What goes wrong

A shell that bends easily in a warm sample room can become stiff and crack in cold use. Thin moulded areas can leak, while an insulating liner can conceal dampness during a quick inspection. Test waterproofing and cold flexibility separately, then inspect the liner and shell together.

An oversized liner can reduce usable foot space, bunch under the heel or pull out whenever the boot is removed. Tread appearance alone does not establish grip on winter surfaces. Changes to the shell compound or liner after sample approval can alter flexibility and fit, so compare arrival samples with the agreed specification.

Frequently asked questions

What is the UK import duty on moulded snow boots from China?

The selected heading 6401 lines all carry 16% duty for goods from China. The supplied tariff records list no anti-dumping or countervailing duty, suspension or attached import control.

Does a waterproof shell put a textile-upper snow boot in heading 6401?

Do not classify it from the shell alone. Heading 6401 requires the specified rubber or plastic uppers and soles and construction. Send the complete boot's materials and assembly details to your customs broker.

How should I check snow boots for cold-weather failures?

Agree cold conditioning and flex testing for the intended use, inspect for cracking and test leaks separately. Check fit with the insulating liner installed and the intended socks worn.

What labels do moulded waterproof snow boots need?

Confirm with the relevant authority the composition-labelling requirements for the upper, lining and sock, and outer sole materials. Check the label against the complete boot, including its insulating liner and insole.
