UK duty on moulded pulp protection

Heading 4823 includes moulded or pressed articles of paper pulp. Protective inserts, end caps and corners are candidates for 4823 70 90 00, covering moulded pulp articles other than egg-packing trays and boxes. Read from the UK Trade Tariff on 5 October 2026, the relevant moulded pulp lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control on these lines. Import VAT is 20%. The residual lines 4823 90 85 20 and 4823 90 85 80 carry waste controls; if either is proposed, ask your customs broker to confirm the requirement.

Confirm the commodity code using the manufacturing process, fibre composition, photographs and intended use. Waste shipment controls apply only where the material being transported is waste. Do not treat a waste-control entry elsewhere in the heading as a control automatically attached to finished moulded pulp inserts.

Specify the insert around the packed product

Send the factory the product drawing, weight, fragile areas and outer carton dimensions. Specify support points, clearances, wall thickness, nesting arrangement and the surface finish that touches the product. Approve samples fitted to the actual product and carton, then agree drop, vibration and stacking checks for the complete pack.

Record the virgin, recovered or bamboo fibre content, colour, additives and coatings. Ask the relevant authority or your customs broker whether paper from virgin pulp placed on the GB market falls within timber due diligence rules and whether any exclusion applies to bamboo-based or recovered products. Ask for the fibre source, species and country of harvest.

Illustrative example, not a quote: Illustrative order of moulded pulp protective inserts under 4823 70 90 00, invoiced at £4,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £5,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,200, so it is £1,040. Inspection checklist

Protection: repeat the agreed transport checks on complete packs; inspect the product for damage and the insert for crushed supports.

Condition: check moisture against the agreed specification, warping, mould, odour, loose fibres and marks transferred to the product.

Packing: check nesting, separation without tearing, carton counts and protection against moisture during shipping.

What goes wrong

A sample fits, but production inserts shrink or warp and press against a fragile edge. Supports that look substantial collapse under stacking, while loose cavities let the product strike the carton. Changes in fibre mix or wall thickness can alter cushioning even when the outline looks unchanged.

Deeply nested inserts can stick together and tear during packing. Damp cartons can arrive with softened, distorted or mouldy pulp. Compare production samples with the approved pack and investigate fit or moisture changes before releasing the shipment.
