Sourcing mineral cylinder oils from China
The supplied oil and feedstock lines carry 0% to 2% UK duty, with conditional base-oil suspensions. Confirm the code for the actual cylinder oil rather than borrowing a turbine-oil code. Oils processed in China from Russian crude are subject to an import prohibition. Cambridge China Bridge sources mineral cylinder oils.

Cylinder-oil duty and classification
Read from the UK Trade Tariff on 1 October 2026, heading 2710 covers petroleum oils other than crude, specified petroleum-based preparations and waste oils. The supplied extract has no dedicated finished steam-cylinder-oil line. The table shows related finished-oil and feedstock categories; it does not establish that every cylinder oil belongs to one of them.
The listed motor-oil line carries 2% duty from China. The listed base oils carry 2%, with conditional 0% suspensions that exclude mixtures and preparations. The chemical-transformation line carries 0% for its specified purpose. These selected lines show no anti-dumping or countervailing duty. Each carries an import control on restricted goods and technologies: oil products processed in China from Russian crude are subject to an import prohibition. Obtain supply-chain evidence and confirm the control with your customs broker.
Give your broker the formulation, petroleum content, intended machinery and whether the shipment is finished lubricant or feedstock. Confirm the commodity code before ordering; do not treat a feedstock suspension as relief for blended cylinder oil. For related oils within the wider heading, see mineral steam-turbine oils.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Motor, compressor and turbine lubricating oils, other | 2710 19 81 90 | 2% | None |
| Hydroisomerised, dewaxed base oil with specified viscosity properties | 2710 19 99 40 | 2% | None |
| Hydroisomerised, dewaxed base oil with viscosity index at least 120 | 2710 19 99 60 | 2% | None |
| Lubricating and other oils for specified chemical transformation | 2710 19 75 00 | 0% | None |
Specify the cylinder and operating conditions
State whether the oil lubricates steam cylinders or engine cylinders. For steam service, specify saturated or superheated steam, operating conditions and whether compounded oil is wanted. For engine service, specify the engine, fuel and required alkalinity. Agree viscosity, flash point, water content, additive package and test methods with the machinery operator. Ask for evidence behind each machinery-maker approval claim.
Name the base oil and additives in the purchase specification, require notification of substitutions and retain an approved sample. Agree drum material, closures, seals and batch identification. Ask the blender to connect each batch to its base-oil supplier and refinery; official guidance expects evidence demonstrating that oil products were not produced using Russian crude.
For Great Britain, check UK REACH registration coverage for the constituent substances: the annual threshold is 1 tonne per substance, including substances imported in mixtures. Hazardous chemicals supplied for workplace use require a safety data sheet. Obtain an English sheet for the actual formulation and settle hazard labels against its classification. See UK REACH for importers.
Worked duty example
Illustrative example, not a quote: Illustrative: 4 tonnes of mineral engine-cylinder lubricating oil in drums, subject to code confirmation under 2710 19 81 90, invoiced at £4,000 free on board, with £800 of freight and insurance to the UK. The customs value is £4,800. Duty at 2% is £96. Import VAT at 20% is charged on the customs value plus duty, £4,896, so it is £979.20. Import taxes total £1,075.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £96 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Batch identity: match drum labels, analysis certificates and retained samples to the shipment; check the declared base oil and additive package.
Oil properties: independently check viscosity, flash point and water against the agreed specification; check alkalinity for engine-cylinder oil and the agreed compounded content for steam-cylinder oil.
Drums and contents: inspect seals, closures, dents and leakage on arrival; check delivered quantity and samples for sediment or visible water.
Documents: match the English safety data sheet and hazard label to the formulation; reconcile refinery and supplier origin evidence before release. Set the sampling brief using quality inspection explained.

What goes wrong
A supplier can offer a general lubricant against a cylinder-oil enquiry without settling the application. Wrong viscosity, unsuitable compounding, mismatched alkalinity or an undocumented additive substitution can make the delivered oil unsuitable. An analysis certificate for an earlier batch does not establish the properties of the shipment. Hold a questionable batch apart until testing and the machinery operator resolve its suitability.
A Chinese invoice does not establish the origin of the crude used to make the oil. Supplier or refinery attestations may support the sanctions check, but further evidence may be requested. Resolve missing traceability before shipment rather than relying on the factory's address or a generic origin statement.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on mineral cylinder oil from China?
The supplied motor-oil line carries 2%. Related feedstock lines carry 0% to 2%, with conditional base-oil suspensions. The extract has no dedicated finished steam-cylinder-oil line, so confirm the actual code.
Can I use steam-turbine oil as cylinder oil?
Do not approve a substitution by name alone. Ask the machinery operator to assess viscosity, steam conditions, compounding or engine alkalinity against the intended cylinder application.
Does mineral cylinder oil need a safety data sheet?
Hazardous chemicals supplied for workplace use require one. Obtain an English safety data sheet for the actual formulation and check its classification against the drum label.
Can cylinder oil made in China contain Russian-derived base oil?
Oil products processed in a third country from Russian crude are subject to an import prohibition. Obtain refinery and supply-chain evidence and resolve the sanctions position with your customs broker before ordering.
