Sourcing mineral steam-turbine oils from China
Finished mineral steam-turbine oils from China carry 2% UK duty; qualifying unblended base oils can receive 0% suspensions. Check crude-oil origin: oil processed in China from Russian crude is subject to an import prohibition. Hazardous oils supplied for workplace use need safety data sheets. Cambridge China Bridge sources mineral steam-turbine oils.

Duty on finished turbine oil and base oils
Read from the UK Trade Tariff on 1 October 2026, heading 2710 covers non-crude petroleum oils and preparations containing at least 70% petroleum oils by weight as their basic constituents, as well as waste oils. Finished mineral steam-turbine lubricant normally falls under 2710 19 81 90 at 2% duty from China. The selected lines show no anti-dumping or countervailing duty.
The listed base-oil lines carry 2% ordinary duty with conditional 0% suspensions. These apply to the specified base oils imported on their own, excluding mixtures and preparations. The table includes these feedstocks for buyers blending turbine oil; they are not alternative codes for a finished lubricant. Check composition and the complete tariff description before claiming a suspension.
The tariff attaches an import control on restricted goods and technologies. Oil processed in China from Russian crude is subject to an import prohibition. Obtain supply-chain evidence showing that Russian crude was not used. Confirm the commodity code from the formulation and intended use. For the wider heading, see mineral compressor oils.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Finished mineral steam-turbine lubricating oil | 2710 19 81 90 | 2% | None |
| Qualifying hydroisomerised base oil, outside the middle viscosity band | 2710 19 81 30 | 2% | None |
| Qualifying hydroisomerised base oil, within the middle viscosity band | 2710 19 99 40 | 2% | None |
| Qualifying hydroisomerised base oil, viscosity index 120 or more | 2710 19 99 60 | 2% | None |
Specify the turbine duty and oil formulation
Give the blender the turbine maker's lubricant specification, operating conditions and existing oil details. Agree viscosity, oxidation stability, rust protection, water separation, foaming and air release, with test methods and acceptance limits. Request evidence behind any turbine-maker approval claim. Specify the base oil and additive package, and require written agreement before either changes.
For Great Britain, assess UK REACH registration substance by substance, including the base oil and additives. Obtain an English safety data sheet for each hazardous formulation before ordering. Suppliers are responsible for correct labels and packaging before placing chemicals on the market. Settle artwork against the hazard classification rather than copying another market's label.
Worked duty example
Illustrative example, not a quote: Illustrative order: 20 tonnes of mineral steam-turbine oil in drums under 2710 19 81 90, invoiced at £36,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £40,000. Duty at 2% is £800. Import VAT at 20% is charged on the customs value plus duty, £40,800, so it is £8,160. Import taxes total £8,960; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £800 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Batch identity: match drum markings, formulation reference and batch numbers to the certificate of analysis; retain a sealed sample from the shipment.
Performance: independently check viscosity, water separation, foaming and air release against the agreed turbine specification. Compare oxidation and rust-test evidence with the approved formulation.
Cleanliness: sample for water and particles before shipment and on arrival. Inspect samples for haze, sediment and signs of cross-contamination.
Drums and documents: inspect closures, seals, corrosion and leakage. Match labels to the safety data sheet and obtain supply-chain evidence showing that Russian crude was not used.

What goes wrong
A viscosity match alone does not establish suitability for a steam turbine. Reject batches that miss agreed water-separation, foaming or air-release limits. An undisclosed additive change can also make a replacement oil unsuitable for mixing with the existing charge. Keep approval evidence tied to the actual formulation.
Water, particles and leaking drums can spoil an otherwise acceptable batch. Hold suspect deliveries apart until laboratory checks resolve the problem. Chinese processing alone does not establish acceptable crude-oil origin, so resolve missing supply-chain evidence before shipment. Use an agreed quality inspection plan.

Frequently asked questions
What is the UK import duty on mineral steam-turbine oil from China?
Finished mineral turbine oil under 2710 19 81 90 carries 2% duty. Specified unblended base oils have conditional 0% suspensions. The selected lines show no anti-dumping or countervailing duty.
Can I use a base-oil suspension for blended turbine oil?
No. The listed suspensions exclude mixtures and preparations. Classify the finished formulation rather than using its base oil's code.
Does imported turbine oil need a safety data sheet?
A hazardous oil supplied for workplace use needs a safety data sheet. Ask for an English version for the exact formulation and check that the pack label follows its classification.
What should I test before filling a steam turbine?
Check viscosity, water, particles, water separation, foaming and air release against the turbine specification. Review oxidation and rust-test evidence, and confirm compatibility with the existing oil.
