LED panel duty and classification
Read from the UK Trade Tariff on 3 October 2026, heading 9405 covers luminaires, lighting fittings and their parts. Relevant LED ceiling or wall fittings carry 2% duty for metal, other materials or glass, and 4% for plastics or ceramics. Separately imported plastic lighting parts carry 4%. The selected lines record no anti-dumping or countervailing duty and no suspensions.
The tariff attaches an import control of mercury to 9405 11 40 90. Official guidance says these controls concern intentionally added mercury or mercury compounds. Ask the factory to confirm the materials and your customs broker to confirm the declaration requirement. The selected lines also carry a DCMS Export Licence entry; ask your broker to confirm its relevance to the movement.

Specify the panel, driver and ceiling fit
State the outer dimensions, ceiling opening, panel depth and whether installation is recessed, surface-mounted or suspended. Name the frame material, diffuser, mounting kit and cable connections. Specify light output, colour temperature, colour rendering, glare performance and dimming compatibility. Approve the panel and driver together, including the intended dimmer or control system.
Confirm with the relevant authority which electrical safety, electromagnetic compatibility and hazardous substance rules apply to the mains panels, whether the light sources have ecodesign and energy information obligations, and whether WEEE producer registration is required. Worked duty example
Illustrative example, not a quote: 400 aluminium LED panel lights, illustrative order under 9405 11 90 90, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 2% is £510. Import VAT at 20% is charged on the customs value plus duty, £26,010, so it is £5,202. Inspection checklist
Fit: measure production panels against the approved drawing; check frame flatness, mounting clips, suspension points and access to the driver.
Light: compare lit panels for dark edges, bright spots and colour differences; measure output, colour rendering and flicker against the agreed specification.
Driver: check the model against the approved bill of materials; test start-up, dimming, noise and temperature with the intended controls.
Documents and packing: match model labels, declarations and test reports to the supplied panel and driver; inspect diffuser scratches, bent frames and protection around corners.
What goes wrong
A panel can fit the nominal ceiling opening yet foul the grid or leave too little room for the driver. Uneven diffusion produces bright edges or visible spots. A substituted driver can introduce flicker, buzzing or poor dimming, while mixed LED batches produce colour differences across a room.
Keep an approved sample and freeze the LED chips, driver, diffuser and frame in the purchase specification. Require written approval before component changes and repeat relevant tests after a change. Inspect production samples before shipment and compare arrival samples with the approved panel.
