Sourcing LED bulkhead lights from China

LED bulkhead lights from China carry 2% to 4% UK duty on the relevant lines, depending on material and classification. Confirm applicable electrical safety, electromagnetic compatibility and hazardous-substance rules for mains models with the relevant authority. Check the complete fitting and its driver, not just a sample certificate. Cambridge China Bridge sources LED bulkhead lights.

Duty and classification for LED bulkheads

Read from the UK Trade Tariff on 29 September 2026, the relevant LED bulkhead lines within heading 9405 carried 2% to 4% duty for goods from China. LED-only ceiling or wall fittings of plastics or ceramics carry 4%; glass and other-material versions carry 2%. The selected lines show no anti-dumping or countervailing duty and no suspension.

The tariff attaches mercury import control to 9405 11 40 90 and a DCMS Export Licence entry to the selected lines. Mercury controls apply where mercury or a mercury compound has been intentionally added. Ask the factory to confirm the composition, and have your customs broker confirm the mercury import requirement and the relevance of the export-licence entry before shipment.

Specify the housing material, light-source design, mounting and intended use before confirming the commodity code. The ceiling and wall lines exclude fittings for lighting public open spaces or thoroughfares; the other-fitting row is a classification alternative, not a default for outdoor bulkheads. See LED downlights for the wider heading and import duty and VAT for the calculation method.

Specify the enclosure, driver and light output

Define round or oval shape, mounting-hole positions, cable-entry position, housing and diffuser materials, gasket construction and the claimed ingress protection. Agree input supply, power, lumen output, colour temperature, colour rendering and flicker performance. For sensor or emergency versions, specify detection behaviour, switching settings, battery access and emergency operating performance.

Confirm with the relevant authority which electrical safety, electromagnetic compatibility and hazardous-substance restrictions apply to mains lighting, and what declaration and technical documentation are required for each model. Also confirm applicable ecodesign and energy-information requirements for light sources and waste electrical equipment producer-registration responsibilities for lamps and luminaires. Agree the applicable evidence through testing and certification. Importers must ensure instructions are in easily understandable English.

Worked duty example

Illustrative example, not a quote: Illustrative order of 600 aluminium LED bulkhead lights under 9405 11 90 90, invoiced at £6,000 free on board, with £3,000 of freight and insurance to the UK. The customs value is £9,000. Duty at 2% is £180. Import VAT at 20% is charged on the customs value plus duty, £9,180, so it is £1,836. Import taxes total £2,016; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £180 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Enclosure: check diffuser cracks, gasket seating, screw engagement and cable-gland fit after unpacking. Test the assembled fitting against its claimed ingress protection.

Electrical assembly: compare the driver, light-source board, terminals and wiring with the approved sample and bill of materials. Check earthing where fitted and arrange electrical safety testing.

Light and controls: measure output, colour and flicker against the agreed specification. Test sensor switching and emergency operation where supplied.

Identity and packing: match model and batch identification to the declaration, test reports and English instructions. Check fixings, carton protection and transit damage; agree sampling through quality inspection.

What goes wrong

A gasket can look sound but leak where the cable enters or the diffuser meets the housing. Uneven screw tightening, warped mouldings and damaged seals can undermine the claimed protection. Test production fittings with the agreed cable entry and mounting arrangement rather than relying on an enclosure sample.

Driver substitutions can change flicker, temperature and starting behaviour while the paperwork still describes the approved version. Diffuser changes can alter output and colour. Freeze the component list, keep an approved sample and require written approval and suitable retesting before substitutions.

Frequently asked questions

What is the UK import duty on LED bulkhead lights from China?

The relevant lines carry 2% to 4%: LED-only ceiling or wall fittings of plastics or ceramics are 4%; glass and other-material versions are 2%. The selected lines show no anti-dumping or countervailing duty.

Does an outdoor bulkhead use a different commodity code?

Confirm its material, mounting and intended use. Ceiling and wall lines exclude fittings for lighting public open spaces or thoroughfares. Outdoor use alone is not enough to choose the code.

What compliance documents should I request?

Request the model-specific declaration and technical documentation covering electrical safety, electromagnetic compatibility and hazardous-substance restrictions, plus easily understandable English instructions.

How do I check a waterproof bulkhead claim?

Agree the claimed ingress protection and test the complete production fitting, including its diffuser seal, cable gland and mounting arrangement. Inspect seals again after transport.
