Sourcing LED downlights from China
LED downlights from China carry 2% to 4% UK duty under the relevant ceiling-fitting lines, depending on material and design. Confirm with the relevant authority which electrical safety, electromagnetic compatibility and hazardous-substance rules apply to mains models; check the exact driver and light source against the documentation. Cambridge China Bridge sources LED downlights.

LED downlight duty: 2% or 4%
Read from the UK Trade Tariff on 29 September 2026, the selected ceiling-fitting lines under heading 9405 carry 4% duty for plastics or ceramics and 2% for glass or other materials, including metal, on goods from China. No anti-dumping or countervailing duties or suspensions are recorded for these lines. This guide covers downlights; see LED panel lights for the wider heading.
The plastic or ceramic LED-only line has an import control of mercury. Official guidance says these controls concern products with intentionally added mercury or mercury compounds. Ask the factory to confirm the component composition and your customs broker to confirm the requirement for the shipment. The selected lines also carry a DCMS Export Licence entry; ask your broker to confirm its relevance to the transaction.
Distinguish fittings designed solely for LED sources from lamp-holder fittings that can accept other light sources. Material and construction also matter. Send photographs, drawings and the light-source specification to your broker and confirm the commodity code before ordering.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Ceiling downlights solely for LED sources, of plastics or ceramics | 9405 11 40 90 | 4% | None |
| Ceiling downlights solely for LED sources, of glass | 9405 11 50 00 | 2% | None |
| Ceiling downlights solely for LED sources, of metal, not hand-made | 9405 11 90 90 | 2% | None |
| Metal ceiling downlight fittings not solely for LED sources, not hand-made | 9405 19 90 90 | 2% | None |
Specify the downlight, driver and ceiling fit
Agree the ceiling cut-out, bezel diameter, recess depth, spring-clip range and driver clearance. Specify light output, beam angle, colour temperature, colour rendering, finish and whether the light source and driver are replaceable. Name the driver, LED components and compatible dimmers in the approved bill of materials.
For mains lighting, confirm with the relevant authority which electrical safety, electromagnetic compatibility and hazardous-substance restriction rules apply, and which declarations and technical documentation each model needs. The importer must ensure that instructions are in easily understandable English. Arrange testing and certification around the exact production construction.
Confirm with the relevant authority which ecodesign and energy information requirements apply to the light sources and which WEEE producer registration responsibilities apply to the lamps and luminaires. Check the applicable light-source documentation rather than treating a downlight brochure as proof. Energy labels must not mislead buyers about efficiency. For bathroom or fire-rated models, specify the intended installation and obtain test evidence matching the claimed construction.
Worked duty example
Illustrative example, not a quote: 400 aluminium LED downlights, illustrative order under 9405 11 90 90, invoiced at £3,000 free on board, with £600 of freight and insurance to the UK. The customs value is £3,600. Duty at 2% is £72. Import VAT at 20% is charged on the customs value plus duty, £3,672, so it is £734.40. Import taxes total £806.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £72 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fit: measure the cut-out, bezel and recess depth on arrival; trial-fit spring clips in the specified ceiling material and check that the driver can be installed and accessed.
Light and dimming: compare output, colour, beam and flicker with the approved sample; test the named dimmers through their operating range and check for buzzing or unstable starting.
Construction: compare driver and LED component identities with the approved bill of materials; inspect terminals, cable restraint, insulation, seals and clips, and run agreed thermal checks.
Documents and packing: match model identifiers to the declaration and test reports, check the English instructions, and inspect bezels, lenses and clips for transit damage. Use the inspection guide to agree acceptance checks.
What goes wrong
A downlight can fit the advertised cut-out yet foul the ceiling void or leave its driver inaccessible. Weak clips allow the bezel to sag. A substituted driver can buzz, flicker or fail to start with the buyer's dimmer, while mixed LED batches produce visibly different colours across a room.
Fire-rated or bathroom claims can refer to a different housing, seal or installation arrangement from the supplied model. Freeze the tested construction, retain an approved sample and require written approval before component changes. Recheck affected performance after any change rather than relying on an old report.

Frequently asked questions
What is the UK import duty on LED downlights from China?
The selected ceiling-fitting lines carry 4% for plastics or ceramics and 2% for glass or metal. No anti-dumping or countervailing duties or suspensions are recorded for these lines.
Does fitting an LED bulb make a downlight an LED-only fitting?
Check the fitting's design, not just the supplied bulb. A lamp holder that accepts other light sources needs a classification check before using an LED-only ceiling-fitting code.
How do I check whether imported downlights will dim correctly?
Name the driver and intended dimmers before ordering. Test production samples across the dimming range for flicker, buzzing, unstable starting and inconsistent light output.
What should I request for fire-rated downlights?
Request test evidence matching the housing, seals and stated ceiling installation. Check that the production construction matches the tested model and agree approval before any component changes.
