Duty on laminated balustrade panels

Heading 7007 covers toughened and laminated safety glass. Laminated safety glass panels for building balustrades fall within the other laminated safety glass line, 7007 29 00 00. The table shows product variants sharing this single tariff line. See the wider safety glass guide for other products within the heading. Read from the UK Trade Tariff on 30 September 2026, the supplied data records 0% duty for goods from China under this line, with no anti-dumping or countervailing duty, suspension or attached import control. Import VAT is separate from customs duty.

Confirm the commodity code using the actual glass construction, processing and intended use. Describe laminated safety glass panels accurately on the invoice; separately supplied fittings should also be identified.

Specify the laminate and fixing arrangement

Give the factory the approved balustrade drawings and panel schedule. Specify glass ply thicknesses, treatment of each ply, interlayer type and thickness, colour, edge finish, corners, holes and notches. Identify the clamps, channels or point fixings and the surfaces they contact. Ask the project designer to settle the glass build-up and fixing arrangement before manufacture.

Confirm with the relevant construction products authority whether EN 14449 applies to the supplied laminated building glass. Obtain the declaration of performance and reports matching the supplied construction. CE marking continues to be available for construction products placed on the Great Britain market. Importers must not supply products they have reason to believe are non-compliant.

For toughened plies, complete cutting, drilling and edge work before toughening. Ask whether heat soak testing is included and obtain batch records where specified. Agree how exposed laminate edges will be protected in the intended installation.

Worked duty example

Illustrative example, not a quote: 800 laminated glass balustrade panels, illustrative only under 7007 29 00 00, invoiced at £40,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £45,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £45,000, so it is £9,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions and fittings: measure panels, diagonals, holes and notches against the approved drawings. Trial-fit representative panels with the actual fittings during quality inspection.

Laminate and edges: inspect for bubbles, inclusions, edge separation, chips and uneven ply alignment. Compare colour, clarity and edge finish with the approved sample.

Documents and identification: match the declaration of performance, test reports, pane identification and batch records to the ordered construction. Confirm any applicable permanent marking requirements with the relevant construction products authority.

Arrival and packing: photograph crates before opening, then check for cracked panes, rubbed surfaces and damaged edges. Confirm separators prevent glass contact and supports keep loads off vulnerable corners.

What goes wrong

A panel can match the overall dimensions while its holes or notches miss the fittings. Changes to the laminate or interlayer can also leave the supplied reports describing a different product. Freeze the drawings and glass build-up, and require approval before substitutions.

Bubbles, edge delamination, roller distortion in toughened plies and transit scratches can make panels unsuitable for the project. Inspect edges and reflections before shipment, agree acceptance criteria against the approved sample, and use supported crates with interleaving. Keep damaged panels identified while the supplier and installer assess them.

Frequently asked questions

What is the UK import duty on laminated glass balustrade panels from China?

The supplied tariff data records 0% duty under 7007 29 00 00, with no anti-dumping or countervailing duty. Import VAT is separate.

What documents should I ask the glass factory for?

Ask for the declaration of performance, reports matching the glass build-up, pane and batch identification, and heat soak records where that treatment is specified.

Can laminated balustrade panels be drilled after delivery?

Where the laminate contains toughened plies, cutting, drilling and edge work must be completed before toughening. Finalise holes and notches before manufacture.

Does a glass test report cover the whole balustrade?

Ask the project designer to review the panel build-up, supports and fixings together. Check what the report actually tested before treating it as evidence for the installed arrangement.
