Duty on building-use laminated safety glass

Heading 7007 covers toughened and laminated safety glass. This guide concerns fire resistant laminated safety glass supplied as panes for buildings. The table shows different intended uses sharing the supplied tariff line 7007 29 00 00, rather than separate commodity codes. The wider safety glass guide covers other products within the heading.

Read from the UK Trade Tariff on 30 September 2026, the supplied line carries 0% duty for goods from China. The supplied facts list no anti-dumping or countervailing duty, suspension or attached import control for this line. Import VAT is separate from customs duty.

Confirm the commodity code using the glass construction, intended use and form as imported. Have your broker review classification if the shipment includes frames or complete glazed assemblies.

Specify the glass and its glazing assembly

Give the factory the pane schedule, glass build-up, interlayer identification, overall thickness, dimensions, edge finish and intended location. Specify the project's required fire performance in words and obtain supporting reports before ordering. Ask the supplier to identify which pane sizes, frames, beads, seals and fixing arrangements the evidence covers.

Government guidance for offices and shops recommends confirming glazed-system fire performance with test evidence wherever possible. Use that as a procurement check: have the project adviser review the proposed assembly against the report. For building glass, confirm with the relevant authority whether a designated standard applies and which performance documents are required. CE marking remains available for construction products placed on the market in Great Britain.

England's Approved Document B guidance says fire resisting glass should identify the manufacturer and product. Agree the marking position before production and match the product identity to the paperwork. Arrange testing and certification checks before approving a substitute glass build-up.

Worked duty example

Illustrative example, not a quote: 800 small fire resistant laminated door vision panes, illustrative only under 7007 29 00 00, invoiced at £40,000 free on board, with £5,000 of freight and insurance to the UK. The customs value is £45,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £45,000, so it is £9,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and evidence: match pane markings, packing labels and supplied product references to the approved glass build-up, declaration of performance and fire reports.

Dimensions: measure pane width, height, thickness and diagonals against the approved schedule. Check edge finish and the dimensions needed to fit the specified glazing arrangement.

Laminate condition: examine panes and edges for bubbles, inclusions, delamination, chips and scratches. Photograph defects at unpacking and compare them with the agreed acceptance criteria.

Packing and arrival: check crate damage, pane separation, edge protection and movement within crates. Record damaged panes by their schedule references during inspection.

What goes wrong

A supplier sends a report for a different glass build-up, thickness or framing arrangement, or offers a substitute without identifying the supporting evidence. Make approval conditional on matching the ordered product and proposed assembly to the reviewed documents. A generic safety-glass report alone should not be your purchasing evidence for fire performance.

Wrong dimensions prevent fitting, chipped edges and scratched faces cause rejection, and bubbles or edge delamination appear on unpacking. Agree drawings, visual acceptance criteria and crate details before production. Keep arrival photographs and product references so a replacement order can reproduce the approved specification.
