Sourcing ion exchange resins from China

0% duty

Read from the UK Trade Tariff on 26 September 2026, ion exchangers based on polymers of headings 3901 to 3913, in primary forms, heading 3914, carried 0% on goods from China on both lines, under either additional code, with no anti-dumping measure. The heading carries a waste import control, which matters only for spent resin.

Mineral ion exchangers such as zeolites are classified elsewhere, and water softener units, cartridges and filled vessels are classified as machinery or filters, not as resin. Confirm the commodity code with the resin type and form.

Drinking water and food contact

In England and Wales, [regulation 31 of the Water Supply (Water Quality) Regulations 2016](https://www.legislation.gov.uk/uksi/2016/614/regulation/31) controls products and substances that water companies apply or introduce in public water supply, so resin for a water company's treatment works needs the approval route the company specifies. Point-of-use softeners are water fittings, where installers will ask for evidence the resin is suitable for contact with drinking water.

Retained [Regulation (EU) No 10/2011](https://www.legislation.gov.uk/eur/2011/10/contents) on plastics expressly does not apply to ion exchange resins, but they remain food contact materials under [Regulation (EC) No 1935/2004](https://www.legislation.gov.uk/eur/2004/1935/contents), so resins for food, sugar or drinks processing need a declaration and the supplier's migration or leachables evidence. Specifying resin

Resin is bought on type (strong or weak acid cation, strong or weak base anion, mixed bed, chelating), polymer matrix and structure (gel or macroporous), ionic form as shipped, total exchange capacity, water retention, particle size range and uniformity coefficient, and the grade for food, pharmaceutical or nuclear use where it applies.

Name the equivalent grade you use today and ask for the datasheet test methods, so capacity and particle size are compared on the same basis. Other water treatment chemicals are in our phosphonate water treatment chemicals guide.

Worked duty example

For a made-up shipment of 20 tonnes of strong acid cation softening resin in 25 litre bags under 3914 00 00 90, add the £2,000 of freight and insurance to the £36,000 free-on-board price and customs sees £38,000. Duty on ion exchange resin is zero, leaving import VAT of £7,600, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. Inspection checklist

Capacity and moisture: have samples from several bags tested for total exchange capacity, water retention and ionic form by the methods of ASTM D2187, and compare with the certificate of analysis for the lot.

Beads: check particle size distribution and uniformity coefficient by wet sieving, and look at a sample under magnification for cracked or broken beads and fines, which raise pressure drop and wash out of the vessel.

Packing and condition: check bags or drums are sealed so the resin has not dried out, that it was stored above freezing because freezing cracks beads, and that bag labels show the grade, ionic form, lot and production date.

What goes wrong

Ion exchange resins fail on capacity, beads and odour. Capacity comes in below the datasheet so softeners regenerate more often, beads arrive cracked or dried out and break down in service, particle size is wider than stated, and new resin throws colour, odour or organic leachables into treated water until it is rinsed or pre-conditioned.
