UK duty on perchlorate-selective resins

Read from the UK Trade Tariff on 4 October 2026, heading 3914 covers ion-exchangers based on polymers of headings 3901 to 3913, in primary forms. Perchlorate-selective resin beads belong within the description of the other resin line, 3914 00 00 90, subject to confirmation of composition and form. That line carries 0% duty for goods from China, with no listed anti-dumping or countervailing duty and no listed suspension.

The tariff attaches waste import and export controls. For resin from China that is waste and subject to notification controls, the exporter must apply to the competent authority in the dispatch country for consent when importing into England. Confirm the applicable waste classification, permissions and destination requirements with your customs broker before arranging any shipment of spent resin.

Specify perchlorate removal in your feed water

Specify the polymer matrix, functional groups, shipped ionic form, water retention, bead size distribution and total exchange capacity. Request a perchlorate breakthrough curve from a column trial, with the feed composition, flow, bed depth and sampling method recorded. Include nitrate, sulphate and bicarbonate in the agreed feed-water description. Agree the treated-water acceptance criterion and whether the operating plan involves regeneration or replacement.

For public water supply in England and Wales, confirm the applicable product approval route with the relevant drinking-water authority. Match the proposed grade and intended use to the water company's acceptance paperwork. Polymers are exempt from UK REACH registration; ask a chemical compliance adviser to check the monomers and other constituents separately. The customs value is £19,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £19,500, so it is £3,900. Inspection checklist

Identity: match the grade, ionic form, batch labels and certificate of analysis to the purchase specification; retain a sealed sample.

Performance: test a representative batch sample in the agreed feed water and compare perchlorate breakthrough with the approved trial, using the same operating conditions.

Beads: check wet particle size distribution, cracked beads and fines; compare moisture and exchange capacity with the agreed test methods.

What goes wrong

A supplier offers ordinary anion resin with a total capacity certificate but no perchlorate-selectivity trial. Another quotes a breakthrough result without disclosing the feed composition or operating conditions. Require the underlying test record and repeat the trial with your feed water before accepting an equivalent grade.

Dried or cracked beads, excess fines and an incorrect shipped ionic form can undermine the agreed operating plan. Check these on arrival and follow the agreed conditioning procedure. Keep unused resin and spent treatment media clearly identified, and confirm waste requirements before accepting used material from China.
