Sourcing gel ink pens from China
The relevant gel ink pen, refill and parts lines carry 2% UK duty from China, so the range is a flat 2%. Consumer pens must be safe under general product safety rules in Great Britain. Confirm classification from the ink and refill design, then approve writing and drying performance. Cambridge China Bridge sources gel ink pens.

Duty and classification for gel ink pens
Read from the UK Trade Tariff on 20 October 2026, heading 9608 covers writing instruments and their parts. The relevant ballpoint pen, refill and other parts lines shown here carry 2% duty on goods from China, with no anti-dumping or countervailing measures or suspensions recorded on these lines.
The tariff attaches CITES import and export controls to the finished pen and other parts lines shown here; the refill line has no controls recorded. If materials include species listed in the CITES annexes A, B or C, official guidance requires a permit. Ask your customs broker to confirm the applicable China-to-Great-Britain documentation before ordering.
Treat the table as candidate classifications. Give your broker the ink formulation, ball tip design, refill arrangement and details of separately shipped parts to confirm the commodity code. Do not choose the liquid-ink rolling ball line merely because a supplier calls a gel pen a rollerball. See the wider pens and markers guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Ballpoint pens with replaceable refills, subject to gel ink classification | 9608 10 92 00 | 2% | None |
| Other ballpoint pens, subject to gel ink classification | 9608 10 99 00 | 2% | None |
| Ballpoint refills comprising a ball point and ink reservoir | 9608 60 00 00 | 2% | None |
| Other pen parts, including separately imported caps and clips | 9608 99 00 00 | 2% | None |
Specify the ink, tip and refill together
Specify ink colour, ball tip size, actual line width, writing length and drying performance on the paper your customers use. Agree checks for hard starts, skipping, blobbing and smearing. Approve samples of each ink colour rather than judging the range from a barrel colour chart.
State whether the pen is capped or retractable, whether the refill is replaceable, and the refill dimensions and fixing. Specify grip material, clip strength, logo position and pack contents. Consumer pens must be safe under general product safety rules in Great Britain. For capped designs, use the writing instrument cap standard ISO 11540 referenced in our wider guide.
Worked duty example
Illustrative example, not a quote: Illustrative batch of printed, replaceable-refill gel ink pens, subject to classification confirmation under 9608 10 92 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Writing: sample across cartons and ink colours; check start-up, continuous lines, blobs, drying and smearing on the agreed paper at inspection.
Refills and mechanisms: compare refill fit with the approved sample; operate retractors and check that the tip retracts fully. Store samples warm and point-down, then check leakage and restart.
Caps and clips: check cap ventilation against ISO 11540 on samples from each mould cavity; inspect sharp edges and pull and flex clips.
Print and packing: compare logo position and colour with the approved sample; check rub resistance, ink colour identification, pack contents and carton counts.

What goes wrong
A pen can feel smooth in a factory demonstration but smear on the buyer's paper. Other failures include tips that dry during storage, inconsistent ink flow, leaking refills and retractors that leave the point exposed. A refill that looks similar can still fit poorly in the barrel.
Keep approved pens, refills and printed packs as comparison samples. Record failures by ink colour and batch, and ask the factory to identify whether the cause is ink, tip assembly, sealing or mechanism fit before accepting replacement stock.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.
Frequently asked questions
What is the UK import duty on gel ink pens from China?
The relevant pen, refill and parts lines carry 2% duty. No anti-dumping or countervailing measures or suspensions are recorded on those lines in the supplied tariff snapshot.
Which commodity code should I use for gel ink pens?
Confirm it from the ink formulation, ball tip and refill design. A supplier's description alone does not settle whether the liquid-ink or other ballpoint line fits.
How do I check whether gel ink will smear?
Agree the paper and drying test before production. Compare samples across ink colours for smearing, skipping and blobs, using the approved pen as the reference.
Can I order replacement gel pen refills separately?
Specify refill dimensions, tip assembly and fixing, then test fit in the approved barrel. The tariff has a separate line for refills comprising the ball point and ink reservoir.
