Sourcing highlighter pens from China
Finished highlighter pens from China carry 2% UK duty; qualifying separately imported porous tips have a conditional 0.00 % suspension. Consumer highlighters sold in Great Britain must be safe under general product safety rules. Specify ink, paper performance and cap safety before production. Duty on highlighter pens and related parts
Read from the UK Trade Tariff on 20 October 2026, heading 9608 covers pens, markers, writing-instrument sets and related parts. Finished felt-tipped or porous-tipped highlighters fall within 9608 20 00 00 at 2% duty from China. The selected lines show no anti-dumping or countervailing duty. For the wider marker family, see whiteboard markers.
The selected sets and other parts also carry 2%. Separately imported porous marker tips without an internal canal have a conditional 0.00 % suspension; the tariff footnote excludes mixtures, preparations or products made up of different components containing these products. This suspension does not extend to finished highlighters. The selected lines attach CITES export controls, with import controls also attached to finished pens, sets and other parts.
For goods from China containing CITES-listed specimens, permit requirements concern the protected material. A specimen includes parts, derivatives and items made from them. Confirm any such material and the applicable import or export paperwork with your customs broker before shipment. Confirm the commodity code, especially for mixed writing-instrument sets and separately supplied parts.

Specify ink, paper performance and caps
Specify fluorescent or pastel colours against an approved sample, tip shape, highlighting width, ink formulation, barrel material, cap fit and pack contents. Test on the paper your customers use: the mark should leave text readable, with agreed limits for bleed-through, feathering and smearing of printed text.
Consumer highlighters supplied in Great Britain must be safe. Ask for cap safety evidence against ISO 11540 and check sample vents. For pens designed for young children as play items, confirm with the relevant product safety authority whether toy rules apply. Obtain ink composition information and consider UK REACH registration where importing a substance for the first time, rather than treating a colour sample as chemical evidence.
Agree storage and restart tests, cap-off performance, ink delivery and logo rub resistance before approving production. Keep a signed reference sample of each colour and pack format.
Worked duty example
Illustrative example, not a quote: Illustrative order of 60,000 highlighter pens under 9608 20 00 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Ink and paper: compare colour with the approved sample, highlight printed text, and check transparency, smearing, feathering and bleed-through during inspection.
Tip and restart: check tip shape, consistent ink delivery and highlighting width; repeat the writing test after agreed storage and cap-off trials.
Caps and barrels: check cap seating, vents, cracked mouldings, loose tips and leakage; match cap safety evidence to the supplied design.
Print and packs: rub-test branding, match cap colours to ink, verify colour assortment and carton counts, and check traceability. Where reasonable, product or packaging identification must include the producer's name and address and the product reference or applicable batch.

What goes wrong
A bright colour sample can hide poor paper performance. Production ink may obscure text, smear printer ink or bleed through thin paper. Caps that do not seat properly let tips dry out, while loose tips and poorly sealed barrels leak inside retail packs.
Mixed-colour packs can contain repeated colours or caps that misidentify the ink. Check actual writing samples from production and on arrival, retain samples of suspect batches, and agree corrective action before accepting replacement stock.

Frequently asked questions
What is the UK import duty on highlighter pens from China?
Finished felt-tipped or porous-tipped highlighters under 9608 20 00 00 carry 2% duty. The supplied tariff facts show no anti-dumping or countervailing duty.
Does a pack of different highlighter colours need the mixed-set code?
Different ink colours alone do not establish a mixed writing-instrument set. Ask your customs broker to confirm classification from the actual contents.
How do I check whether highlighters will smear text?
Highlight representative printed pages using production samples. Compare smearing, readability, feathering and bleed-through with the approved sample and your agreed acceptance criteria.
What should I ask for about highlighter caps?
Ask for cap safety evidence against ISO 11540, matched to the supplied cap design. Inspect vents, cap seating, cracked mouldings and tip drying after storage.
