Rollerball pen duty and classification

Read from the UK Trade Tariff on 30 October 2026, liquid-ink rolling ball pens under 9608 10 10 00 carry 2% duty on goods from China. The selected refills, mixed writing-instrument sets and other parts also carry 2%, with no anti-dumping or countervailing measures or suspensions recorded for these lines.

The tariff attaches CITES import and export controls to the selected finished-pen, set and other-parts lines, but not the refill line. If a pen incorporates a CITES-listed specimen, obtain the relevant documentation before moving it from China into Great Britain. Contact the Chinese management authority for the corresponding permit and use a designated port. Ask your customs broker to confirm applicability for the actual materials.

Heading 9608 covers several writing instruments and their parts. Confirm the commodity code from the ink system, whether the shipment contains complete pens or parts, and any mixed set contents. The fountain pen guide covers another product family within this heading.

Specify liquid ink, refills and caps

Specify liquid ink, ink colour, line width, drying time and agreed writing length. Record refill dimensions, tip projection and how the refill seats in the barrel. Approve the barrel finish, grip, cap fit, clip and printed or engraved artwork on a physical sample.

Consumer pens must be safe under general product safety rules. For capped pens, request cap airflow checks against ISO 11540. Agree rollerball writing tests using ISO 14145-1, recording line continuity, blobbing and writing length. Keep the approved sample and test requirements available for inspection.

Worked duty example

Illustrative example, not a quote: Illustrative order of branded liquid-ink rollerball pens under 9608 10 10 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Writing: test arrival samples on the intended paper for hard starts, skipping, blobbing, drying and smearing against the approved sample.

Refills and leakage: check refill seating and tip projection; store samples warm, upright and point-down, then inspect for leaks and retest writing.

Caps and clips: check cap airflow against ISO 11540, cap retention and clip strength; examine moulded edges and the grip for roughness.

Branding and packing: compare logo position and colour with the approved sample, check rub resistance, and verify pack contents, carton counts and barcodes.

What goes wrong

A rollerball may write smoothly when sampled but develop hard starts after storage. Ink can leak around the tip or inside the cap, while a substitute refill can move inside the barrel or leave the tip projecting incorrectly. Record the approved ink and refill construction in the order specification.

Caps can loosen, clips can snap and printed logos can rub off during handling. Inspect received stock before dispatching it to customers and keep affected cartons identifiable while the supplier investigates.
