Sourcing fountain pens from China
Fountain pens from China carry 2% UK duty; the relevant nibs, parts and mixed writing sets also carry 2%. Consumer pens sold in Great Britain must be safe under general product safety rules. Specify nib performance, filling-system fit and cap sealing before production. Cambridge China Bridge sources fountain pens.

Fountain-pen duty and material controls
Read from the UK Trade Tariff on 20 October 2026, fountain pens under 9608 30 00 00 carry 2% duty from China. The selected nibs, other parts and mixed writing sets also carry 2%, with no anti-dumping or countervailing duty and no tariff suspension recorded for these lines.
The UK Trade Tariff attaches CITES import and export controls to these lines. CITES specimens include items made from listed animal or plant parts. Importing such specimens into Great Britain requires a permit application. For natural-material barrels or trim, identify the species and confirm the applicable documents with your customs broker before ordering.
Heading 9608 covers writing instruments and their parts. A fountain pen, a loose nib and a set combining different writing instruments need separate classification checks. Confirm the commodity code against the actual contents. See pens and markers for the wider heading.

Specify the nib, filling system and cap
Specify nib material, tip width, intended line width, feed material and how the nib assembly is fitted. Approve writing samples using the intended ink and paper, rather than relying on fine or medium labels. Record acceptable starting behaviour, line continuity and ink flow.
State whether the pen uses cartridges, a converter or an integral filling mechanism. Approve the actual cartridge and converter fit, barrel clearance, seals and supplied accessories. Specify barrel material, cap closure, clip fixing, engraving position and packaging.
Consumer fountain pens sold in Great Britain must be safe under the general product safety rules. Include cap safety in the specification and use the writing-instrument cap standard ISO 11540 as described in our wider pens guide.
Worked duty example
Illustrative example, not a quote: Illustrative order of 2,500 fountain pens under 9608 30 00 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Nib and feed: check tine alignment, tip finish and secure assembly; write with sampled pens for scratching, skipping, excess ink and inconsistent lines.
Filling and sealing: fit the approved cartridges and converters, operate the filling mechanism and check for leakage around the connection and section after storage in different orientations.
Cap and clip: check closure, cap sealing, cap ventilation against the agreed safety specification, clip retention and exposed sharp edges.
Finish and packing: compare engraving, colour and finish with the approved sample; check supplied accessories, carton contents and protective packing at inspection. Repeat writing and fit checks on arrival.

What goes wrong
A pen can look correct but write poorly because the nib tines are misaligned or the feed delivers unevenly. Loose cartridge connections leak inside the barrel, while poor cap sealing lets the nib dry between uses. Compare production samples with the approved writing sample, including a restart after capped storage.
Replacement converters may fit the connection but foul the barrel, and mixed sets may arrive with missing accessories. Keep the approved pen, cartridge, converter and pack together as the inspection reference; avoid approving these components separately.
