Sourcing brush pens from China

UK duty ranges from a conditional 0.00 % for qualifying separate porous tips to 2% for finished brush pens from China. Consumer pens sold in Great Britain must be safe; check cap safety, tip recovery and ink performance for the intended use. Cambridge China Bridge sources brush pens.

Brush pen duty and classification

Read from the UK Trade Tariff on 1 October 2026, heading 9608 covers pens, markers, writing sets and pen parts. Finished brush pens with felt or other porous tips match the description for 9608 20 00 00. Mixed writing sets and separate replacement tips need their own classification checks. See the fineliner pen guide for the wider heading.

The supplied tariff lines carry 2% third-country duty for goods from China, with no anti-dumping or countervailing measures recorded. Separate porous tips without an internal canal under 9608 91 00 20 have a conditional 0.00 % autonomous suspension. Its footnote excludes mixtures, preparations or products made up of different components containing these products. Finished brush pens have no suspension recorded.

The tariff attaches CITES import and export controls to finished pens, mixed sets and other parts; the separate porous-tip line lists an export control. CITES specimens include animal or plant parts and items made from them, and importing them requires a permit. For China orders containing natural materials, confirm applicability and the required documents with your customs broker before shipment. Confirm the commodity code using the tip construction, materials and pack contents.

Specify the flexible tip and ink together

Specify a porous flexible tip or a bristle construction, tip firmness, pressure response and recovery after bending. Agree the ink base, colour swatches, refillability, cap fit and intended paper. Approve samples on the paper your customers will use, checking fine strokes, broad strokes, blending, drying and bleed-through.

Consumer brush pens sold in Great Britain must be safe under the General Product Safety Regulations 2005. Include cap safety in the brief and ask for checks against ISO 11540, the writing-instrument cap standard described in our reference guide. For pens designed for young children as play items, confirm with the relevant authority whether toy safety requirements apply; consult the toy safety guide.

Worked duty example

Illustrative example, not a quote: 2,500 retail packs of brush pens, illustrative only under 9608 20 00 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Tip response: compare fine and broad strokes with the approved sample, then check recovery, splitting, fraying and tip retention.

Ink performance: sample every colour on the agreed paper for skipping, blobbing, bleed-through and colour mismatch; retest after capped storage for hard starts and leaks.

Caps and barrels: check cap fit and ventilation against the agreed safety specification, inspect sharp edges and test whether printed colour names rub off.

Pack accuracy: check colour assortment, cap-to-ink matching, barcodes, carton counts and ink stains on arrival. Record results against the approved sample using the inspection guide.

What goes wrong

A soft tip can stay bent or fray, losing the fine stroke needed for lettering. Ink can flood broad strokes yet skip during light strokes, while a poorly sealing cap lets the tip dry. Similar-looking caps can conceal different ink colours or duplicate colours within a pack.

Keep the approved paper, colour swatches and writing samples with the inspection brief. Compare production pens after storage as well as straight from the carton. Check blending and water resistance before approving those descriptions for the pack.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For own-brand ranges, see sourcing for brands.

Frequently asked questions

What is the UK import duty on brush pens from China?
