Sourcing full-hard cold-rolled coils from China

Full-hard cold-rolled steel coils from China have listed UK duties ranging from 0% to 50% across the relevant lines. Classification depends on thickness, width, composition and condition, rather than the supplier's full-hard label. Specify unannealed material and verify its hardness. Cambridge China Bridge sources full-hard cold-rolled steel coils.

Duty depends on the coil's exact classification

Read from the UK Trade Tariff on 29 September 2026, heading 7209 covers cold-rolled flat products of iron or non-alloy steel, at least 600 mm wide, without cladding, plating or coating. This guide focuses on full-hard, unannealed coils. The table selects non-electrical coil lines; full-hard is a supply condition, not a complete tariff description.

The supplied tariff snapshot lists 0% for the selected lines except 7209 18 99 90, which lists 50% and a steel measure. It records no anti-dumping or countervailing duty, suspension or attached import control for these lines. Ask your broker to check the steel measure and any available quota before shipment. An empty controls field does not settle separate sanctions or packaging obligations.

Give your broker the chemistry, measured thickness and width, coil format and processing history to confirm the commodity code. For other products within this heading, see cold-rolled steel sheet. Review the calculation method in UK import duty and VAT.

Specify unannealed condition and downstream processing

State that the material is full-hard and unannealed after cold reduction. Agree the steel grade, chemistry, hardness range and test method, thickness and width tolerances, edge condition, surface finish and oiling. Explain whether the buyer will anneal, coat or otherwise process it. Do not substitute annealed forming steel merely because the nominal grade and dimensions match.

Agree coil mass, bore, outside diameter, winding direction, permitted welds and identification of each coil and heat. Match these to the decoiler and handling equipment. Request mill test results linked to the delivered coils, and retain an agreed sample for comparison.

Solid wood packaging used for imports into Great Britain must meet ISPM15. UK sanctions prohibit imports of relevant processed iron and steel products; ask your broker to assess any Russian-origin steel inputs and retain verifiable supply-chain records. The UK carbon border adjustment mechanism starts on 1 January 2027. Ask the mill for emissions information when planning future imports.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of unannealed full-hard cold-rolled steel coil under 7209 16 90 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity and condition: match coil and heat identifiers to the mill documents; check chemistry, unannealed condition and hardness against the order.

Gauge and shape: measure thickness and width at agreed sampling positions; check edge cracks, burrs, camber and the strip's behaviour during a controlled trial.

Surface and winding: check rust, scratches, rolling marks, oil coverage, telescoping and damaged coil eyes; record defects before processing.

Packing and receipt: check wrapping, moisture ingress, straps and coil supports; photograph arrival damage and confirm the planned lifting arrangement before unloading.

What goes wrong

Full-hard coil can crack when a buyer treats it as annealed forming stock. Uneven hardness, gauge variation and edge cracks can disrupt later processing. Agree acceptance criteria with the downstream processor and trial a representative sample before releasing the production order.

Damp wrapping causes rust, while poor winding or crushed coil eyes can obstruct decoiling. Missing heat records make it difficult to isolate affected material. Keep suspect coils separate and preserve photographs, samples and mill documents. Define the checks before dispatch using our quality inspection guide.

Frequently asked questions

What is the UK import duty on full-hard cold-rolled steel coils from China?

The supplied tariff snapshot lists 0% for the selected coil lines except 7209 18 99 90, which lists 50% with a steel measure. Confirm the exact code and quota position with your broker.

Can I use full-hard cold-rolled coil for forming straight away?

Do not assume it will form like annealed steel. Agree hardness and downstream processing with your fabricator, then trial a representative sample.

What should the Chinese mill provide with each coil?

Request coil and heat identifiers linked to chemistry, hardness and dimensional results, plus confirmation of the unannealed supply condition and agreed surface treatment.

What should I check when full-hard coils arrive?

Check identifiers, gauge, width, hardness, rust, edge damage, winding and coil-eye condition. Photograph damaged wrapping and moisture before opening or processing the coil.
